- FORT PICKENS BEACH ENHANCEMENT AND ASPHALT REMOVAL PROJECT 2020/2021 TIDAL ZONE ASPHALT AND DEBRIS CLEANUP (PHASE II) The objective of this Beach maintenance and cleaning services is to remove asphalt and other miscellaneous non-natural debris scattered throughout approximately 2.6 linear miles of shoreline. MAGNITUDE: 1) areas up to 50 feet landward of the recent high tide line (onshore ""dry sand""), 2) intertidal areas seaward of recent high tide (onshore ""wet sand"" between high and low tides), and 3) submerged nearshore areas up to 20 feet seaward of low tide. PERIOD OF PERFORMANCE: 29 October 2020 through 19 February 2021. Debris removal and disposal operations should commence November 02, 2020 and must end December 31, 2020 NLT This acquisition is being conducted IAW FAR 13 Simplified Acquisition Procedures. Contract award will be made on an �all-or-none� basis. The contract award decision will be based upon ""best value"" after comparative evaluations of offers considering the following criteria: 1) Past Performance (demonstrated relevant experience of similar scope and magnitude during the past five years) 2) Technical Approach and Schedule (capability to meet the agency need and clear understanding of scope and stated requirements along with an efficient critical path and logical sequencing of Tasks to be performed under contract) 3) Price (price reasonableness will be determined in accordance with FAR 13.106-3). Evaluation factors (Past Performance, Technical Approach and Schedule), when combined, are approximately equal to price. Those quotations deemed acceptable and are in the competitive range will be required to provide a 20-minute or less Oral Presentation via telephone conference call or Microsoft Teams to clarify any weakness (a flaw in the proposal that increases the risk of unsuccessful contract performance) found in the written proposal. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier�s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. Section L of the solicitation contains ""Instructions, Conditions and Notices to Offerors"" for proposal submission specifics. Quotations or offers conforming to the solicitation will be received electronically via email andre_ward@nps.gov on or before the response due date in SF-18 Block 10 (unless amended by the Contracting Officer).
