- This is a Presolicitation/Notice of Intent to Sole Source for commercial services prepared in accordance with FAR Parts 12 and 13. It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) to procure professional services on a sole source basis from Rand Worldwide Subsidiary, Inc. (formerly Avatech Solutions, Inc.) d/b/a IMAGINiT Technologies, 11201 Dolfield Boulevard, Suite 112, Owings Mills, MD 21117 under the authority of FAR 6.302-1(a)(2) to assist the NLM in providing annual maintenance and technical support renewal services to also include system upgrades of security, software, and hardware, and software configurations required for NLM�s customized ARCHIBUS Computer Aided Facilities Management (CAFM) system.. The North American Industry Classification System (NAICS) Code is 541512�Computer Systems Design Services with a small business size standard of $27.5 million. BACKGROUND The National Institutes of Health (NIH) implemented a business system (NBS) for cradle to grave management of all accountable equipment at NIH. NIH also implemented ARCHIBUS for the tracking of building space utilization on the Institutes and Centers (IC) level so they can charge rent and provide reports to the ICs on their occupied spaces. Despite the capabilities of both NBS and ARCHIBUS, implemented by NIH, there are processes at the National Library of Medicine (NLM) that requires a closer management of both accountable and real property.� NLM has achieved this by launching a standalone ARCHIBUS Computer Aided Facility Management (CAFM) system. NLM�s facility and Property Management System (PMS) includes a built-in reporting engine to provide NLM with detailed reports on key measures such as space utilization, vacancy rate, space usage by program areas and a full host of accountable property reports. The system receives, displays, and provides historical graph of indoor air conditions of temperature, humidity and indoor air quality.� The system is fully compatible with NLM�s current COTS applications and fully functional in relation to the existing operating environment in NIH. The system has been hosted by NLM and maintained by Rand Worldwide. All base building drawings for NLM facilities from the currently existing ARCHIBUS system in the NIH Office of Research Services have been uploaded and updated with details for the NLM�s needs. The following goals that have been met thus far: Management and Maintenance of Space Data Occupancy Management and Move Management Asset Tracking System Environmental Monitoring Key Management � The original focus was space management that supported capability with another asset management. The analysis regarding our customer�s data management requirements for the CAFM system with primary focus on space management has been performed in the context of ARCHIBUS configurability interfaced with existing systems such as AutoCAD and the existing ARCHIBUS systems. � RAND Worldwide has been providing system technical support for the CAFM system and the annual software maintenance, software configurations and system upgrades. � OBJECTIVES This statement of work is a result of NLM�s need for a system upgrade of the ARCHIBUS Computer Aided Facility Management (CAFM) system currently implemented at the National Library of Medicine. The upgrade will allow ARCHIBUS to meet security requirements on the NCBI server where it lives, be able to operate once Flash is no longer supported by web browsers at the end of the 2020 year and resolve any existing software/hardware compatibility issues. In addition, the web user interface will be refreshed, providing front-end users with a more dynamic and effective way to navigate and generate reports. SCOPE OF WORK This scope of work is for major additions and modifications to the ARCHIBUS Computer Aided Facility Management (CAFM) system currently implemented at the National Library of Medicine. Contractor shall provide the following products and services to the National Library of Medicine (NLM). � CONTRACTOR TASKS: � The upgrade of NLM�s ARCHIBUS system will include the following: Database upgrade to fit the AFM 25.1 schema or latest version available at time of an upgrade. Modify user processes to match Web Central 25.1 new processes or latest version available at time of an upgrade. Upgrade the Web Central server to Web Central 25.1 or latest version available at time of an upgrade Upgrade the Firewall configuration to 25.1 (SQL Scripting) schema or latest version available at time of an upgrade. Set-up and test the integrations with NED Set-up and test the integrations with Siemens Set-up and test the integrations with Sunflower & nVision Upload and maintain all current data � Key Integration Services Set-up Key Access Request form Create the automatic link to route request to NLM program officials and at time of an upgrade Hard copy keys:� Ensure the approved requests are routed via automatic e-mail for processing Maintain link to route requests to Supervisor and then AO for approval and at time of an upgrade Electronic keys:� Ensure the approved requests are routed to Facility Access Control (FAC) for approved request for processing.� NLM receives a copy of e-mail.� FAC notifies Archibus and at time of an upgrade Set-up the electronic Key Access Request form Maintain and support the mechanism for relinquishing and at time of an upgrade Maintain and support the mechanism for ad hoc reporting and at time of an upgrade Support and maintain the ARCHIBUS report showing Employees by key/room (add new tab in the current room drawing report that shows employee and equipment). Keys per employee Test hard copy keys processes and application works correctly with any upgrade Test electronic keys processes and application works correctly with any upgrade Test the Key Management application displays correctly with any upgrade Test the mechanism for relinquishing with any upgrade Test the mechanism for ad hoc reporting with any upgrade Sunflower Import Script Set-up the script that automatically transfers data from the database connection to Oracle NVPROD to ARCHIBUS MSSQL. The script will be installed on the nightly job scheduler. Maintain and support the necessary structure or schema changes in the ARCHIBUS database to accommodate the nVision data. Maintain and support the Web Central views associated with the equipment management activities. Maintain and support the room detail on the web central �Highlight Room by� section where property information is displayed, add the equipment type.� For instance, �Monitor� or �PC�, etc.� Maintain and support the password requirements can be changed regularly and with any upgrade Test Import Script automatically transfer data from the database connection to Oracle NVPROD to ARCHIBUS MSSQL with any upgrade Test Import Script displays correctly with any upgrade Test the Web Central views associated with the equipment management activities with any upgrade Web Central Views Maintain and support the Web Central views associated with the Equipment management activities and with any upgrades Maintain and support adjustments to each activity as required by the new structure/schema and with any upgrades Potential Upgrade Tasks Provide the ability to print individual sections of a floor plan Provide the ability to print the entire floor plan displaying rooms in a readable format Provide the ability to send an email to an accountable user and PCO with the accountable user�s equipment, serial and model number, building and room locations and last inventory date Provide a ticketing management system for receiving accountable equipment that could replace the current version of Loading Docks � TRAINING Prepare custom 4-day ARCHIBUS training session including: 2 days of ARCHIBUS Update training 1 day of Smart Client Extension for AutoCAD training 1 day of ARCHIBUS System Administration training � DELIVERABLES The contractor must deliver the following: Deliverable Description Time Estimates Delivery Method 1 Implementation Plan: Provide ARCHIBUS collaboration meetings and documentation 4 days Remote via web meeting and conference call 2 Provide ARCHIBUS preparation, installation, and testing services: Data Requisition Database Upgrade Installation in PROD environment User Acceptance Testing and Debugging 13 days Remote 3 Verify publishing is correct in ARCHIBUS: test and verify 5 drawings 1 day Remote 4 ARCHIBUS Web Central Configurations: Set-up key notifications Set-up/troubleshoot Siemens connection Set-up nVision connection Create custom view for humidity, temp & airflow in Web Central Configure Web Central highlight room when out of range Upgrade sensor charts from Google to AmCharts for reading trends Update current views in Web Central 36 days Remote 5 Prepare and provide ARCHIBUS training 4 days Remote 6 Provide contingency services at NLM�s request 46 hours Remote � PLACE OF PERFORMANCE The entire upgrade and training will be prepared and implemented at the contractor�s site �PERIOD OF PERFORMANCE Period of performance is 60 days and begins after contract award CONTRACT TYPE The resultant purchase order shall be Firm Fixed Price. SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order.� Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the ""Electronic and Information Technology Accessibility Provisions"" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the ""Access Board"") in 36 CFR part 1194. Sole Source Justification Pursuant to 41 U.S.C. 253 (c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, Only One Responsible Source, Rand Worldwide Subsidiary, Inc. (formerly Avatech Solutions, Inc.) d/b/a IMAGINiT Technologies is the only organization which possesses the intimate knowledge and experience with the intricate details of the customized version of the NLM�s ARCHIBUS Computer Aided Facility Management (CAFM) software system which is critical to NLM in terms of the Contractor having the capability to respond to the immediate database issues that arise during this requirement. Rand Worldwide Subsidiary implemented and customized NLM�s ARCHIBUS CAFM software system. Utilizing Rand will enable the NLM to build upon its existing database infrastructure and platform which has been customized by Rand over the past 5+ years.� Rand has also been providing annual system technical support, annual software maintenance, software configurations, system and software upgrades for the customized NLM ARCHIBUS CAFM System. Rand has the intimate knowledge of the unique NLM facility management scripts and the current software customizations to ensure the NLM ARCHIBUS CAFM System remains compatible to NIH�s integrated systems such as NIH Enterprise Directory (NED), nVision and the NIH campus monitoring environmental monitoring system�(Siemens). This intimate knowledge is critical when updating the customizations for the NLM ARCHIBUS CAFM system software upgrade. Rand�s detailed knowledge of the specific customizations allows for NLM�s quick identification for the patching of security vulnerabilities,�program bugs and the identification of compatibility with newer versions of enterprise software that is currently in use within the NIH. Rand�s knowledge of the customized details enables it to maintain the NLM ARCHIBUS CAFM system at an operational status and also provides the capability to correct any script errors immediately. Utilizing a different Contractor will provide numerous challenges of learning and understanding of the detailed and complex NLM ARCHIBUS CAFM System implemented by Rand as well as lacking the immediate ability to resolve communication challenges caused by firewalls. Selecting another Contractor other than Rand to modify the customized existing modules of the NLM's ARCHIBUS CAFM System or to implement a new model poses compatibility issues and would also result in delayed response time and the implementation of any database upgrades.
