Description
The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Fujifilm Visualsonics Inc. The requirement is for the procurement of one FujiFilm VeVo 3100 Imaging System. The requirement is for the contractor to provide and ship this equipment (all components that make up this system) to the R&D Laboratory at the VA Loma Linda Healthcare Center in Loma Linda, California. This procurement shall be inclusive of shipping and handling charges (FBO Destination). This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition greater than SAT for Open Market Items. This is because the Government asserts that Fujifilm Visualsonics Inc. is the only contractor that can provide this specific equipment needed by the R&D Laboratory at the VA Loma Linda Healthcare Center. Specifically, the salient characteristics of the VeVo 3100 Imaging System that are unique are as follows: 1) Ultra-high frequency ultrasound-based platform to obtain in vivo anatomical, functional, physiological and molecular data simultaneously, in real time, to a resolution of 30 µm. 2) The system comes with seven different MH transducer models with center frequencies ranging from 15 MHZ to 50 MHZ. Each transducer can have up to three focus depths that ca be adjusted to acquire the optimal image. The system is made to serve multiple applications in imaging animal models ranging from rabbit to zebrafish. 3) Physiological functions such as ECG, heart rate, body temperature and respiration rate can be captured from the animal handling platform for display as well as for storage for future retrieval of data sets. 4) Image-guided injection using ultra-high frequency ultrasound enables image-guided needle injections and tissue extractions in real time in small animals from embryos through adulthood. 5) Image capture, review and export as static images for storage and retrieval. 6) 3D-mode imaging to provide tools to create and manipulate three-dimensional renderings and make volumetric measurements of objects viewed with high-resolution ultrasound. 7) 4D-mode imaging to provide tool t manipulate three-dimensional renderings of the heart or blood vessels across all points in the cardiac cycle for comprehensive understanding of the motion and geometry of the heart within a single acquisition. 8) Contrast imaging mode allows molecular imaging studies for visualization and quantitation of markers of angiogenesis and inflammation in real time. 9) Availability of pre-defined applications and presets for various animal models including mice, rats and rabbits. 10) Ability to open data, aggregate data and share data/image files with multiple investigators for validation and verification purposes. The software system provides ability to export data in .tif, .bmp, video files, and flat.csv formats. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Monday, August 17, 2020, (4:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
