- INTENT TO SOLE SOURCE: The Department of Veterans Affairs, VHA Regional Procurement Office East, Network Contracting Office 8, intends to enter into a sole source procurement pursuant to FAR 6.302-2, for WatchPAT 300 Home Sleep Apnea Test (HSAT) Monitoring Devices for the Orlando VA Healthcare System (OVAHCS), 13800 Veterans Way, Orlando, FL 32827. The Department of Veterans Affairs intends to award a sole source, firm-fixed price Open Market award to Veterans Health Supply Solution, Inc., 13949 Alvarez Road, Suite 300, Jacksonville, FL 32218. The associated North American Industry Classification System (NAICS) Code is 339112 Surgical and Medical Instrument Manufacturing, and the Business Size Standard is 1,000 Employees. The proposed procurement is for eighty (80) WatchPAT 300 Home Sleep Apnea Test Monitoring Devices, Part Number WatchPAT 300, and eighty (80) Central Plus Add-On Kits WP300, Part Number RESBP-WP300. The OVAHCS s current fleet of HSAT Monitoring Devices are WatchPAT units. These units operate on Itamar Medical Inc. WatchPAT proprietary software. With the COVID-19 pandemic the hospital has to provide an alternative to in person sleep testing and studies to support and protect patients from COVID-19. It is the Government s belief that the proposed WatchPAT 300 will meet the requirements. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 11:59 PM Eastern Time, Tuesday, August 18, 2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
