- NUMBER: PR: 0040499470 POSTED DATE: 08/13/2020 SUBJECT: Soil Thermistors This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than August 19, 2020, by sending an e-mail to agaddis@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to: COMPANY: Beadedstream LLC, FOR : $49,292 ON: 08/19/2020 NAICS: 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: The soil thermistor stations being requested are only manufactured and available from a single source: Beadedstream. This specific product is requested because they are the (only) type of soil temperature monitoring stations currently being utilized by the USFWS and ADNR in the Arctic. Winter soil temperature monitoring related to tundra travel to be conducted by the BLM in the NPR-A is in direct coordination with efforts to monitor soil temperatures by those agencies. Having standardized equipment across agencies ensures that data is collected consistently and are comparable. Utilizing other equipment from a different source and/or data platform would also require substantial additional expenses in terms of training and data management.
