- This is a notice of intent to award a sole source contract pursuant to the Federal Acquisition Regulation (FAR) 13.5 - Test Program for Certain Commercial Items and FAR Part 12 Acquisition of Commercial Items-General. The Federal Housing Finance Agency (FHFA) intends to award a firm-fixed price sole source contract to Bonnier Corporation (Doing Business as Windsurfing Magazine), 460 N. Orlando Avenue #200 Winter Park, FL 32789-2988 under the authority of FAR 6.302-1 ""Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements"". The anticipated period of performance is for a base period of one year with�four (4)�one-year options. The proposed sole source action is for a membership subscription to Diversity Best Practices for a subscription to Diversity Best Practices annual membership services.� �Diversity Best Practices is part of the Working Mother Network and a division of Bonnier Corporation.� The anticipated period of performance is a one-year base and four (4) one-year options.� The breakdown yearly cost for FHFA is the following: 2020-2021 cost of $12,000.00; 2021-2022, $15,000; 2022-2023, $15,000; 2023-2024, $15,000; and 2024-2025, $15,000.� At a minimum, the vendor will provide the following services: a.� On-call research service to answer diversity best practices questions. b.� Weekly diversity best practices email newsletter and insight monthly emails. c.� Operational resources and tools for diversity best practices; such as diversity benchmarking and assessment services, which include a free scorecard, an executive summary, and a level-one benchmarking report. d.� Quarterly networking, web seminars, and educational events. e.� Access to content in workplace diversity white papers, publications, and research. f.� 8-10 hours yearly of research assistance through services provided by Diversity Best Practices' research team.� g.� Participation in focus groups, case studies, and roundtables, including programs specifically for CEOs and board members. h.� Opportunities to network with other professionals to share knowledge, best practices and stay up-to-date on the most current workplace diversity and inclusion leadership, management, and global issues. i.� Continuous learning to enhance FHFA�s implementation of diversity best practices standards and examination process with the regulated entities. j.� Attendance for up to six (6) employees at each of the four (4) member conferences held during the year. k.� Participation�is unlimited for our webseminars�and virtual conferences. l. � Subscription to the Diversity in the News weekly e-mail newsletter for an unlimited number of employees. m.� Unlimited access to member-only content on�DiversityBestPractices.com, including digital versions of white papers, the research archive, and presentations and recordings from previous events. n.� One copy of each new Diversity Best Practices book and white paper published during the year. The applicable NAICS is 511120 - Periodical Publishers, 500 employees. There are no-set-asides identified for this procurement. This notice is neither a request for quotations nor a solicitation of offers. No formal solicitation package is available. No contract will be awarded on the basis of offers received in response to this notice. Interested sources may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the Government is available. The Government shall be the sole source of determining a vendor's ability to meet all requirements. The Government will consider all expressions of interest received prior to the close of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required information. Telephonic inquiries will not be considered. Only written responses sent via electronic mail to Marie.Johnson@fhfa.gov will be accepted. The responses shall be received by no later than the response date and time indicated on this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this announcement.
