Description
The Custer Gallatin National Forest (CGNF) intends to advertise three concession opportunities to operate, maintain and manage a number of our Forest-Service campgrounds, along with a few other recreation sites. Permits will be awarded on a competitive, evaluative basis and will have a term of five-years, with a possible extension of an additional five years issued non-competitively at the discretion of the Forest Service based upon satisfactory performance. Operations under these new permits will commence with the summer season 2022. The prospectuses for these concession offerings will be available to the public, along with all information regarding application procedures, early in CY2021, most likely sometime in January, on the CGNF website (https://www.fs.usda.gov/main/custergallatin/home). At the same time, a notice will also be publically posted on https://beta.SAM.gov (under the search keywords �Custer Gallatin National Forest concession� directing potential applicants to the CGNF webpage. The website beta.SAM.gov offers the option to register to receive specific types of automatic notifications. The sole purpose of this pre-solicitation notice is to advise any interested parties that all of the campgrounds and recreation sites that will be included in the offerings are currently open to the public, operating and can be visited at any time this summer, through Labor Day. This will be the only time to visit and see the sites before the applications will be due to the Forest Service in the spring of 2021, most likely sometime in late March or early April. This is an optional self-guided visit and there will be no scheduled show-me tours and no special arrangements are needed to visit the sites. Neither Forest Service staff, current concessionaires nor their hosts will be available to respond to any questions. Questions and responses pertaining to these offerings, received by any means at any time, will be posted, publicly available and regularly updated on the CGNF website after the prospectuses are posted. No responses to any questions pertaining to these permitted business opportunities will be provided individually. Due to the uncertainties and challenges of the COVID-19 pandemic, the dates for when the prospectuses will be publicly available or when the applications will be due are estimates. It is recommended that you check the CGNF website or the beta.SAM.gov website beginning in January 2021. The Forest recognizes that potential applicants may also be facing COVID-related challenges and that is why the application period will be extended in order to provide ample time to prepare applications; however, due to the short operating season in the area, this will result in the application period not overlapping with the summer operating season. This pre-solicitation notice is being issued to increase customer service and to allow for advanced planning purposes. It does not constitute a solicitation and the Forest will not accept any unsolicited proposals. Visiting the sites is not required to submit applications in response to future prospectuses.
