- This is a pre-solicitation notice, not a formal solicitation. The solicitation will be posted on about August 15,� 2020. Title of Project:� Radiological Emergency Preparedness Training and Education The Department of Homeland Security considers a nuclear detonation and a radiological dispersal device (RDD) such as a �dirty bomb� to be plausible terrorist scenarios against which federal agencies are to develop the capabilities to respond.� The National Response Framework calls on the Department of Health and Human Services/Centers for Disease Control and Prevention (CDC) to play a significant role in addressing public health effects resulting from these two scenarios. CDC plays a primary role in preparation of the public health system for response to radiological and nuclear incidents.� The Radiation Studies Section (RSS), in CDC�s National Center for Environmental Health, has primary responsibility for developing long-range plans for CDC�s role in preparing for and responding to unique public health emergencies involving radiological and nuclear agents. In addition, RSS builds critical capacity among state, local, tribal, and territorial agencies and organizations to plan and respond to radiation emergencies.� An important aspect of this preparedness effort is education for professionals and the public about radiation-related science and health effects. The objectives of this acquisition are to develop and produce training and educational materials for public health professionals, emergency services clinicians, and other radiation emergency response professionals, as well as the public to enhance capacity for radiation protective action interventions in emergency preparedness and response. Another objective is to conduct formative and evaluative assessments of RSS products that are designed to enhance capacity for radiation protective action interventions in emergency preparedness and response and disseminate products and information through electronic and printed media. This procurement will be solicited as a Full and Open Competition in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS Code for this procurement is is 541611: Administrative Management and General Management Consulting Services with a Size Standard of $15M. The resultant contract will be Firm-Fixed Price (FFP). Work under this IDIQ contract may be performed at the contractor�s facility. The period of performance will be 60 months: one 12-month base period with four 12-month option periods. This notice is not a request for proposals.� No response to this notice is requested or required.� Request for Proposal (RFP) Number 75D301-20-R-68123 will be available 8/15/2020 and will be accessed through the Beta.SAM.gov website.� Interested parties must respond to the solicitation in order to be considered for award of any resultant contract.� Interested parties are responsible for monitoring the Beta.SAM.gov website regularly for release of the solicitation and any amendments. This notice does not commit the Government to award a contract.� Potential offerors will be responsible for downloading their own copy of the solicitation, possible amendments, and other procurement-related matters.
