Description: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES FOR CERTAIN COMMERCIAL ITEMS UNDER THE AUTHORITY OF FAR 13.5 This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 dated August 3, 2020. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the Contract Specialist (stephanie.kelly@nist.gov). Questions should be received no later than five calendar days (August 21, 2020 at 10:00am) after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334515. All offerors shall provide a firm-fixed-price quotation in the following pricing table format: Contract Line Item Number (CLINs) TOTAL CLIN 0001 - STATEMENT OF WORK BACKGROUND INFORMATION An analog-to-digital converter (or digitizer) is required to record signals from an optical photodiode following a transimpedance amplifier. These signals consist of broadband radiofrequency interferograms which must be recorded on the digitizer and then analyzed using a personal computer. These interferograms must be recorded with high accuracy and fidelity on both the time and amplitude axes. SCOPE OF WORK The Contractor shall provide one digitizer card and any required mainframe and/or controller. The specifications define this unit to be a digitizer system. Only new instruments will be considered with sufficient warranty (at least 6 months). SPECIFICATIONS The Contractor shall provide one (1) digitizer system that meets the following minimum technical requirements.� Hardware: PXIe board type Only one acquisition channel is required At least 12-bit resolution when operating at 6 GS/s (Gigasamples/s). Has a maximum acquisition rate (one channel) of 6 GS/s or greater For use with the Windows operating system. Compatible with LabView. Allows for digital triggering using an externally supplied trigger. Maximum bandwidth of at least 3 GHz. On board memory of at least 1 GB. Allows DC coupled acquisition. Allows for the use of an externally supplied clock. Includes a field-programmable gated array (FPGA) for real-time data processing Allows for data streaming off of the card at 6 GS/s Warranty:� The Contractor shall provide, at a minimum, a half year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery and demonstration of all required specifications. DELIVERY Delivery of the digitizer system is required within 12 weeks of contract award.
