Description
LINEN/MAT RENTAL AND CLEANING SERVICES The Defense Commissary Agency (DeCA), is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources for providing Linen/Mat Rental and Cleaning Services for up to121 Commissaries, located in the continental United States, Alaska and Hawaii. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this request is voluntary and will assist in selecting the appropriate solicitation type/method. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. The Defense Commissary Agency (DeCA), with headquarters at Fort Lee, Virginia, operates a worldwide chain of commissaries providing groceries to military personnel, retirees and their families. A core military family support element, and a valued part of military pay and benefits, commissaries contribute to family readiness, enhance the quality of life for America's military and their families, and help recruit and retain the best and brightest men and women to serve their country. DeCA continually seeks opportunities to enhance the benefits and services provided to the customers. The Defense Commissary Agency is requesting responses from contractors interested in performing Linen and Mat Rental & Cleaning Services. These services would involve weekly delivery of contractor provided aprons, cobbler aprons, mats and other linen items as identified in the Statement of Work and Sample Quote sheet (attached) to a possible 121 commissary locations in the Continental US (CONUS), Alaska and Hawaii.� The contractor shall furnish all plant facilities, labor, material and equipment to provide commissary linen/laundry, and mat services, to include pickup/delivery of items in such quantities as estimated in the solicitation. Contractor shall have the infrastructure, transportation, and personnel to support weekly deliveries of clean quality items, in good working condition to the locations they have identified as �interested in.�� In addition, contractor must be able to provide reliable drivers and personnel who have the ability to pass background investigation to enable them to legally gain access to Military facilities and bases. 2. PURPOSE: The focus is to seek feedback from the linen/uniform cleaning industry and companies who currently provide/perform services of this nature. See attached spreadsheet for breakdown of areas included in Attachment 1 - Store Locations, the form provides the commissary addresses. Additional attachments have been provided as samples of the various documents describing workload, pricing structure and Survey used to evaluate a contractors work history: ����������� Attachment 2 � Sample Quote Sheet ����������� Attachment 3 � Statement of Work ����������� Attachment 4 � Past Performance Survey ����������������������������������������������������������� Responses must be delivered to the POCs no later than 5:00 PM, Local Time, Fort Lee Virginia, on August 27, 2020. 3. PLEASE PROVIDE YOUR RESPONSE TO THE FOLLOWING QUESTIONS: Please review and return a completed Attachment 1 � Store Locations with the following information: Are you registered and active in the System for Award Management (SAM)? If so, please provide your Cage Code and DUNS numbers in Attachment 1 � Service Locations. Note: You must be registered with an Active status in SAM to bid on any Government solicitations. It is strongly encouraged that you start this process early; it can take several months to update/complete your registration. Comment Example: Yes, XYZ is registered with SAM � Indicate in the form what commissary locations that they are able to service (Column A). � Indicate whether the services are to be provided by primary contractor or subcontracted out (Column B). � If it is indicated that the work will be subcontracted out, please provide company name that will be performing the actual services and their business size if known (Column C). 4. THIS SECTION CONTAINS ALL INFORMATION REQUIRED TO SUBMIT A RESPONSE. No additional forms or other materials are needed. DeCA appreciates responses from all capable and qualified sources that meet the following format: A one-page cover sheet with title, organization(s), responder's technical and administrative points of contact including names, titles, postal address, phone numbers, and email addresses. Please number the pages; comments are not limited in format or length. Address the objectives above. The Government is not seeking lengthy detailed responses. To the extent possible, all responses should be unclassified and for general access by the Government, other evaluators, and other respondents. Any material provided may be used in development of future solicitations. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will NOT be responsible for any proprietary information not clearly marked. 5.
