Description
This is a Request for Information (RFI) only and does not constitute a commitment implied or otherwise, that the Naval Air Systems Command (NAVAIR) will take procurement action in this matter.� Further, NAVAIR nor the Government will be responsible for any cost incurred in furnishing information.� This RFI is being used to gather market research for NAVAIR to make decisions regarding the integration of portable Automatic Dependent Surveillance - Broadcast In (ADS-B In) receivers into Navy/Marine Corps aircraft.� NAVAIR will use the results of this RFI to determine current capabilities of portable ADS-B In receivers including interface options, size options, weight, power requirements as well as reliability and environmental qualifications.� Additionally, this information will be used to develop preliminary cost estimates and an acquisition strategy. Background:� Numerous Navy and Marine Corps aircraft are looking for weather and traffic information for use in the cockpit.� PMA209 is looking for solutions that can be quickly fielded to meet these needs for improved situational awareness. Requirement: �The Government requires portable ADS-B In receivers to integrate with tablets that are suitable for use in Navy and Marine Corps aircraft. Contract Type Considerations:� The Government anticipates issuing a single award IDIQ contract with firm fixed price delivery orders. Responding to this RFI:� Interested parties responding to this RFI must provide the following information: Company name Business size If your company is a small business, please identify any socio-economic category that applies CAGE code Name of the primary point of contact for the response Email address Phone number All information received in response to this RFI may be marked �Proprietary�. An e-mail response will be sent after all data has been reviewed. �� RFI Questions: What are the ADS-B In capabilities of the product? What electrical connections and Interfaces are available? What are specification and Interface Control Documents (ICDs)? Will the specification and ICDs be provided to the Government with purchase? What specifications and Interfaces we would be required to have on the tablet to work with the receiver?� What protocols are supported? What standards does the product conform to or comply with? Will compliance evidence be provided with the unit? What is the size and weight of the product? What is the power requirement of the product (AC or DC) What is the amperage and wattage consumption of the product? What are the cooling requirements? Where is the product in the product life cycle and how is the product supported throughout the life cycle (i.e. Obsolescence, tech refresh, software updates, etc.) What is the reliability and maintainability of the product? Identify any artifacts anticipated to assist 3rd party integration of solution into the targeted platform and possible IP restrictions. Does the product have a civil certification for safe for flight? If so, to what level? To what military standards (i.e. 704, 810, 461, etc�) has the product been tested? Did the product go thru cyber penetration test? If yes, what was the result? Was a vulnerability assessment performed to prudently identify all electronic connections? What certifications does the unit have? What Critical Program Information (CPI) is the product tested and qualified to? What Cyber level is the box tested and qualified to? What is the makeup of the connectors and accessories? What type of wires are used inside the product? What type of battery is in the unit? Has the battery been qualified for Naval Aircraft use? What are the software loading requirements for this product? Are there special containers or special handling requirements associated with this product? Identify ROM pricing, production capacity and delivery lead times. Step pricing should be identified (example: 1-10, 11-50, 51-100, etc. incrementally stepping to 3000 aircraft).� ROM unit cost & schedule lead time estimate are NOT binding and will ONLY be used for planning purposes. Does your product have a roadmap? and, if so, please provide. Can a unit be provided to the Government for evaluation? If so, when can one be made available? � � ��Response Submission Deadline:� Responses to this RFI must be submitted no later than 2:00 pm Eastern Standard Time, on 28 August 2020.� RFI submissions will be accepted as email attachments only.� All responses must be sent to the Contract Specialist, William.D.Hines@navy.mil with �Portable ADS-B In RFI Response� in the subject line.
