SOURCES SOUGHT: The Department of Veterans Affairs, VISN 6 Network Contracting Office (NCO) is conducting Market Research through this sources sought to help determine the availability of qualified Businesses, registered under NAICS code 339113 Surgical Appliance and Supplies Manufacturing, NAICS size standard 750 Employees, capable of providing the following: Negative Pressure Wound Therapy (Quantity: 22 Units) This wound therapy device shall meet the following minimum requirements: Lightweight and portable system designed specifically for the ambulatory patient with easy to use technology to facilitate the mobility of the patient. The proposed equipment for the out-patient shall not exceed 4.0lbs Potential for Home Therapy hours up to 30 plus days. The proposed equipment for in-patient stay shall not exceed 6lbs. Foam based dressing application Ability to irrigate, inpatient device, outpatient device. Preferred dressing sizes: medium/Large Unit/Device safety audible alarm: low battery, loss or decrease in prescribed pressure setting/leak in dressing/occlusion alarm Therapy delivery modes: continuous or intermittent or Low, Medium or High Patient safety: hour log of pump use. Battery powered for transport, with battery life in excess of 8 hours Intuitive menu and/or touch screen Disposable home npwt, dressing compatible with acute care/inpatient pump. Disposable home npwt with cannisters size capacity up to 300ml. All respondents shall indicate the following: Whether or not they are small business manufacturers of the products they wish to offer, or Whether or not they are distributors of a small business manufacturer. Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses. Brand Name or Equal Submission Instructions For consideration and evaluation of technical acceptability of any product proposed as an or Equal , the Vendor shall submit, with its proposed product, all technical data pertaining to the proposed as an equivalent, for consideration of technical acceptability. Vendors shall be responsible for demonstrating equivalency in a side by side comparison of technical data and shall address how each of the salient characteristics/minimum needs of the Government, as identified in this solicitation, have been met and/or exceeded. Any Vendor, failing to submit such supporting documentation, as required for an or Equal in accordance with this solicitation, shall not be considered. The Government will only review documentation as submitted by Vendors to determine technical acceptance and shall not be held responsible for researching any additional information beyond that information submitted by the Vendor.
