- Page 1 of Page 2 of 2 Page 1 of DEPARTMENT OF VETERANS AFFAIRS Veterans Health Administration Program Contracting Activity Central Strategic Sourcing 212 3rd Avenue South, Minneapolis, MN 55401 The Department of Veterans Affairs is seeking interested sources for the requirement entitled: BULK LIQUID OXYGEN THIS IS A REQUEST FOR INFORMATION (RFI ONLY). THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR QUOTE (RFQ). THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. The Department of Veterans Affairs (VA) is conducting market research to ascertain if there are potential businesses capable of providing medical-grade liquid bulk oxygen. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. The medical products to be supplied are the medical grade liquid bulk oxygen, bulk oxygen tank and reserve tanks. If a contract is awarded, the selected contractor(s) will provide medical-grade liquid bulk oxygen and associated products (tanks/reserve tanks) for an estimated 53 facilities located in Veterans Integrated Service Network (VISNs) 9, 10, 12, 15, and 16. (See Attachment 1- FACILITY LOCATIONS) The selected vendor(s) will be responsible for providing medical-grade liquid bulk oxygen, tanks/reserve tanks and other items/services necessary to perform this requirement in its entirety. The purpose of this RFI is to conduct market research and obtain information from qualified contractors with special interest. No solicitation is being issued at this time. All responses must be received by Friday, August 21, 2020 by no later than 1:00PM (CST) to the point of contacts listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. This RFI is conducted in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as part of market research as a forum to discuss and obtain feedback from potential contractors on acquisition strategies related to the PCAC Strategic Sourcing of medical-grade liquid bulk oxygen and associated products. PCAC Strategic Sourcing welcomes all valuable input from the industry with expertise in and knowledge for implementation and management of providing medical-grade liquid bulk oxygen to satisfy this requirement The North American Industry Classification System (NAICS) code associated with this RFI is: 325120 Industrial Gas Manufacturing which as a business size standard of 1000 employees. Interested contractors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to the award of a contract. The Small Business Administration (SBA) has issued a non-manufacturing waiver for NAICS code 325120. To make an appropriate acquisition decision for this requirement, the Government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB/VOSB concern, contractors must be registered and verified in www.vip.vetbiz.gov. This RFI contains three (3) attachments: Attachment (1) Facility Locations Attachment (2) Capability Assessment Questionnaire Attachment (3) Draft Statement of Work All responses to this RFI shall be submitted via email to Christen Hamblen at christen.hamblen2@va.gov and Sara Marsh at sara.marsh@va.gov by August 21, 2020 at 1:00 pm CST.
