Request for Information (RFI) for Radiation Portal Monitor (RPM) Systems 8/13/2020 - Uploaded Attachment�1 Question and Answer Amendment 0002 8.13.20.pdf 8/6/2020- Amended dates listed in RFI attachment� This is a REQUEST FOR INFORMATION (RFI) NOTICE open to all companies to respond. This RFI is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Department of Energy (DOE) National Nuclear Security Administration (NNSA) survey commercially available equipment. In addition, NNSA�s Small Business Policy requires that all non-Management and Operating (M&O) contract actions must first be considered for small business socio-economic contracting programs and to small business concerns. Consequently, this market survey is also interested in the availability and technical capability of qualified small businesses, small disadvantaged businesses (SDB), 8(a) small businesses, woman-owned small businesses (WOSB), veteran- owned small businesses (VOSB), service-disabled veteran-owned small businesses (SDVOSB), and Historically Underutilized Business Zone (HUBZone) small businesses capable of providing support for the requirement described in this RFI. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. The U.S. Department of Energy/ National Nuclear Security Administration (DOE/NNSA) in support of the Office of Nuclear Smuggling Detection and Deterrence (NSDD). NSDD is conducting market research to determine the capability of industry to address the prospective requirement described below. For this information, the NAICS code is 334519 �Other Measuring and Controlling Device Manufacturing and the Small Business Size Standard Number of Employees is 500. NSDD equips international partners with the means to effectively detect the illicit trafficking of special nuclear materials (SNM) and other radioactive sources in the field. Generally, this is done with passive gamma-ray and/or neutron radiation detection systems (RDS). To gain a better understanding of the advancement of the technology used in radiation portal monitors (RPMs), As such NSDD is conducting a survey of commercially available stationary vehicle/container RPM systems (i.e., portals that are installed at a fixed location). This study includes both gross counting systems and spectroscopic systems. NSDD will consider performance and operational considerations, lifecycle analyses and integration capability with other scanning technologies. NSDD seeks the following information from vendors of stationary vehicle/container RPM systems: � Product datasheets (provide files); � Company information (complete Excel spreadsheet) � Technical specifications (complete Excel spreadsheet); and � International shipping restrictions (complete Excel spreadsheet). NSDD would also like to obtain the following information, if possible: � Lifecycle rough order of magnitude (ROM) costs (complete Excel spreadsheet); and � Locations where systems are deployed (complete Excel spreadsheet). NSDD requests that vendors use the provided Excel spreadsheet to compile and submit requested company and product information. Note: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not an offer and cannot be accepted by the DOE/NNSA to form a binding contract. Only electronic copies of the expression of interest and survey sent through Contract Specialist�s email address will be accepted. The requested information must be received, no later than Thursday, August 13, 2020 by 12:00 pm Eastern Daylight Time (EDT). Late submissions will not be accepted.
