Description
The U.S. Coast Guard intends to procure three Polar Landing Craft (PLC) as utility boats for the Polar Security Cutter (PSC) Class heavy icebreakers.� The two existing utility boats used by the USCG's existing Icebreakers, the USCGC POLAR STAR and HEALY, are the Arctic Survey Boat (ASB) and the Landing Craft Vehicle and Personnel (LCVP).� The�performance capabilities of these two boats, have been combined in the attached Specification and Statement of Work to create the desired capabilities of the PLC for deployment and use from the PSC. The PLC will be stowed uncovered on the weather decks of the PSC and thus will be exposed to the full range of environmental conditions that the PSC will encounter during year-round, worldwide operations.� The PLC will be launched and recovered utilizing one of the cutter�s installed cargo cranes. The Coast Guard is seeking industry review�and input to the PLC�s draft procurement Specification and�Statement of Work.� The Coast Guard is particularly interested in feedback on�the following questions: Identify and detail potential Parent Craft from your company and capacities, including max weight, deck space, max POB, etc. Provide available publicly published prices for any potential Parent Craft. Each of the three PLCs will be required to be delivered to the Coast Guard 10 months prior to delivery of each PSC hull, the first PSC is scheduled to be delivered in mid-2024 and each year thereafter. The Coast Guard wishes to avoid long-term storage of the boats prior to deployment on the PSC.� Please provide your recommendations on how to provide for just-in-time deliveries to the PSC�s construction shipyard.� This should include a description of the order, build and delivery schedule your company proposes to meet the USCG's�intent, or any concerns noted with this strategy. The USCG is interested in identification of specification requirements that significantly drive cost or are areas of potential cost reduction. The USCG requests feedback and recommendations for those areas.� All interested parties are invited to provide the requested feedback for all parts of the attached specification with the exception of those highlighted areas of the document. The USCG is also interested in feedback on how interested parties would incorporate the ice requirements of the specification into their existing landing craft design.
