- Description
- The U.S. Naval Observatory (USNO) utilizes radio telescope data obtained by observing distant astronomical sources for both determination of Earth orientation parameters (EOP) and for maintenance of the Celestial Reference Frame (CRF).� Both the EOP and the CRF data are critical to the mission of the USNO for the Department of Defense (DoD).� Such observations are made by combining data from two or more widely separated radio telescopes with a technique known as Very Long Baseline Interferometry (VLBI) through the use of a VLBI correlator.� This contract is to provide a scientific analyst for the USNO VLBI DiFX correlator.��The�contractor must have at least 6 months experience in geodetic VLBI and how to operate and maintain a DiFX correlator.� services involve ongoing training, both formal and informal with people working in geodetic VLBI, both at USNO and elsewhere, travel to other VLBI facilities for meetings and training, and acting as system administrator for several Linux systems.� The scientist must be able to obtain and maintain a secret government clearance. The proposed purchase order is to provide support for correlation, troubleshooting and post-processing of observational data from multiple sources to support EOP determination at USNO.� USRA is unique in that they have a trained and vastly experienced pool of DiFX correlator operators.� USRA is uniquely placed with highly qualified and experienced personnel to validate data correlate it and troubleshoot the results before making it available for distribution from the DiFX correlator at USNO. ��Any other organization replacing USRA would have a steep learning curve and it would be detrimental to USNO to not receive the VLBI DiFX correlator analysis as currently provided by USRA. �USRA has held this contract with USNO for several years. It is in the best interest of the government to maintain the current level of expertise as provided by USRA. It is anticipated that award of a firm fixed-price contract on a sole source basis for DiFX VLBI Correlator scientist in support of Earth Orientation Parameter (EOP)will be is in the best interest of the Government. The base period of performance is 9/28/2020 - 3/27/2021.� There is one optional period associated with this procurement with a POP of 3/28/2021 - 3/27/2022.
