Description
The Naval Air Systems Command (NAVAIR) intends to award an indefinite delivery requirements type contract with Firm Fixed Price and Cost Plus Fixed Fee CLINs to Rolls-Royce Corporation (RRC) for repairs of T56-A-427A engine modules. This requirement will have a base year and one-year option that is estimated to run from May 2021 through May 2023. This effort is for the depot repair of T56 Series 427A Power Sections, Reduction Gear Assemblies, and Torquemeters. The Contractor shall provide facilities, labor, test equipment and material, as required, to return items to a Ready for Issue (RFI) condition. The Contractor shall repair or replace out of limit parts or components regardless of the cause of the out of limit condition. Additionally, the Contractor shall be responsible for forecasting all material requirements. The effort with by funded with FY21-23 RDT&E, APN-1, OM&N, APN-5, and FMS funding. Currently, Rolls-Royce Corporation (RRC) is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, ""Only one responsible source and no other supplies or series will satisfy agency requirements"". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
