Description
This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 65th Contracting Flight at Lajes Field, Terceira, Azores, Portugal, intends to issue solicitation FA448620R0014. This announcement serves as the advance notice for this project. Responses to the synopsis are not required. The North American Industry Classification System (NAICS) code for this acquisition is 236220 � Commercial and Institutional Building Construction. Work consists of the reconfiguration of programmatic spaces which consist mostly of offices, conference rooms, office reception areas, storage, bathrooms and shop space. Renovations will include selective demolition, asbestos abatement, new partitions and finish upgrades including flooring, ceilings, doors, frames and hardware. Also included is an elevator installation, lateral structural improvements, automatic temperature controls and HVAC replacement. Plumbing work will include the replacement of the domestic water system, water heater and toilet room plumbing fixtures. Electrical work consists of conversion of the system to a European standard system including; replacement of the transformer, distribution equipment, lighting, lighting switching, devices and boxes. New site lighting will be added. A new automatic sprinkler system will be added. The fire alarm system shall be upgraded and a new mass notification system shall be provided throughout the building, and incidental related work. Contractor shall also deliver Life Safety Plan for building T-715 in accordance with UFC 3-600-01, FIRE PROTECTION ENGINEERING FOR FACILITIES, NFPA 101 LIFE SAFETY CODE and INTERNATIONAL BUILDING CODE (IBC). This will be a firm fixed price, purchase order contract. In accordance with FAR 36.204(f), the estimated overall contract magnitude is between $1,000,000 and $5,000,000. The selection will be made using lowest price technically acceptable procedures, in accordance DoD Source Selection Procedures, dated 1 April 2016. The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://beta.sam.gov/ and to the Chamber of Commerce of Angra do Hero�smo soon. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. The contemplated contract is to be performed in Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), ""Permits and Responsibilities"" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, ""Authorization to Perform"" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed. Notice to Offerors: Funds are not presently available for this effort. The Government reserves the right to cancel this acquisition, either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any preparation costs.
