- ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the Center for Severe Weather Research (CSWR).� �****The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) National Oceanic Research (OAR) National Severe Storms Lab (NSSL) need for services including the coordination of field campaign planning, field deployments, initial quick-look data archival, collaboration and case studies, and archival of quality-controlled data in the first PERiLS field program (hereafter referred to as PERiLS-21). The objective is to facilitate the quickest and most effective production of new knowledge from this field program which requires a high degree of coordination amongst the investigators from various institutions operating under different funding approaches from different source agencies. The services requested are highly specialized. Only one organization, the Center for Severe Weather Research, has experience performing all of the aspects of the required work, and the integration of all aspects is essential for successful completion of the contract deliverables. This was determined by considering the participants and their roles in the following previous experiments: VORTEX-2 (2009-10), VORTEX-SE (2017, 2018). The Center for Severe Weather Research has been involved in all of the requested services in earlier observing programs of VORTEX-SE, specifically the 2017 and 2018 field campaigns, supported by grants from the VORTEX-SE program. This contract is a follow-on to those supported activities. This contract also continues the experiment planning coordination for PERiLS that this organization has already established under support from previous grants. Period of Performance:� 1 year from date of award ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
