- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.� The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: LKB Strategies LLC Washington DC 20009 The purpose of this requirement is to acquire support for AHRQ Reauthorization. AHRQ has not been reauthorized since 1999, yet the fact that its authorities have long expired has not hindered its work.� AHRQ Senior leaders believe it is in AHRQ�s best interest to a pursue reauthorization in the next Congress.� AHRQ believes reauthorization is an opportunity for the agency to �reboot� or �renew� itself.� It�s also an opportunity for AHRQ to set out its vision and goals for its future direction.� Ms. Lisa Bernhardt with LKB Strategies, LLC who served over 19 years as Professional Staff Member and appropriations expert for the U.S. Senate Labor, Health and Human Services and Education Appropriations Subcommittee (LHHS), and has also handled AHRQ�s budget portfolio among other things has been able to gain a rich understanding of AHRQ and other organizations in HHS. Ms. Bernhardt was responsible for helping to establish a number of the Agency�s programs and activities and provided AHRQ�s leaders with advice on the Agency�s mission and direction.� Ms. Bernhardt has a strong understanding of the issues we would need to explore with reauthorization and would be in the best position to design a strategy to achieve reauthorization.� Ms. Bernhardt is the only person capable of understanding the breadth and scope of the issues needed to accomplish this work given her historic knowledge from her many years working as a professional staff member on the appropriations committee. Ms. Bernhardt is in the best position to help AHRQ achieve its goals of this requirement. The period of performance is 6 months. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
