Description
****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the University of Michigan. �****The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Space Weather Prediction Center (SWPC) has a need for the University of Michigan�s (UM) professional services to transition to the geospace portion of the UM Space Weather Modeling Framework (SWMF) system. The UM is the developer of the numerical model software and the holder of the software license agreement and copyright. UM is the only organization with the in-depth technical knowledge of their software that is needed for this effort and qualified to provide these services. Currently, version 1.5 of the University of Michigan model has been transitioned to NCO and is in operations at NOAA�s Space Weather Prediction Center. Without support from the UM model developers, SWPC would not be able to sustain and improve a complex model that is critical for space weather customers. Period of Performance:� 1 year from date of award ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
