NOTICE OF INTENT to Sole Source SOLICITATION NUMBER:�� HHS?NIH?NINDS?NOI?009008 TITLE: IMARIS Single Full with ClearView Software CLASSIFICATION CODE: D � Information Technology and Telecommunications NAICS: 541519 - Other Computer Related Services RESPONSE DATE: September 3, 2020 at 09:00 AM EST PRIMARY POINT OF CONTACT: Sneha V. Singh sneha.singh@nih.gov DESCRIPTION: INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), National Institute of Neurological Disorders & Stroke (NINDS) Section intends to solicit by a request for quotation from Oxford Instruments for award on or around September 20, 2020. The purpose of this purchase order will be to provide the NINDS with IMARIS Single Full with ClearView Software License. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541519 with a Size Standard of $25M. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2019-03 dated July 12, 2019. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The National Institute of Neurological Disorders and Stroke (NINDS) is establishing a new laboratory that will use cutting-edge physiological, imaging, and behavioral methods to investigate the relationship between human neurological disorders and brain function at the molecular, synaptic, cellular, and circuit levels. As part of its research program, the Laboratory of Circuits, Synapses, and Molecular Signaling will require software to analyze images obtained from microscopy imaging experiments. The software should be able to analyze multiple different categories of image files obtained from numerous different microscopes. The software should be able to extract data from different experimental setups including live-imaging, time-lapse imaging, tissue cultures and ex-vivo brain slices. PROJECT REQUIREMENTS: IMARIS Single Full with ClearView Software License The Microscopy Image Analysis Software License must: ��� Have the ability to analyze image files obtained from the various microscopes such as multi-photon, confocal, widefield and fluorescent microscopes. ��� Have smart workflows which allows for analysis of images simple and user-friendly. ��� Interface with programming software including MATLAB and Python. Software must be customizable by the lab to suit unique scientific needs. ��� Have the ability to build and detect surfaces to obtain morphometric data, the ability to determine the co-localization of two fluorescent markers, filament reconstruction and tracing of neurons and non-neuronal cells, and the ability to measure the distance between different points on images. ��� Allow the use of motion analysis of live or time-lapsed images. This includes the speed at which a cell grows, its acceleration and its track length. ��� Have the ability to detect the cell membrane, the number of vesicles within a cell, and its distance to the membrane vs. nucleus. ��� Allows for deconvolution of images. Deconvolution will enhance fluorescent signals while lowering the intensity of non-fluorescent background signals, thereby making the analysis easier. ��� Allows for the analysis of images in 3D and 4D. This allows for the creation of super-resolution images and videos. Period of Performance:� The period of performance is as follows: Base Year:����������������� September 30, 2020 to September 29, 2021 Option Year 1:������������ September 30, 2021 to September 29, 2022 Option Year 2:������������ September 30, 2022 to September 29, 2023 Option Year 3: ����������� September 30, 2023 to September 29, 2024 Option Year 4: ����������� September 30, 2024 to September 29, 2025 CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Oxford Instruments America is the only vendor in the marketplace that can provide the services required by NINDS. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Only IMARIS Single Full with ClearView software meets the scientific needs of the LCSMS. No other software can match the analysis options provided by IMARIS Single Full with ClearView. For example, IMARIS can interface with programming software including MATLAB and Python. This is not an option available with other analysis software. Therefore, the LCSMS can then customize IMARIS to suit the lab�s unique scientific needs. IMARIS also offers the ability to obtain data from microscopy images not available through any other software. This includes the unique ability of IMARIS to build and detect surfaces to obtain morphometric data, the ability to determine the co-localization of two fluorescent markers, filament reconstruction and tracing of neurons and non-neuronal cells, and the ability to measure the distance between different points on images. In addition, only IMARIS software can also be used for motion analysis of live or time-lapsed images. The Single Full version of IMARIS also includes a cell-biology package, which is an option not available with other analysis software. This includes the ability to detect the cell membrane, the number of vesicles within a cell, and its distance to the membrane vs. nucleus. Finally, IMARIS single full with ClearView is the only analysis software available that comes with a deconvolution option.� The intended source is: Oxford Instruments America, Inc. 300 Baker Ave Ste 150 Concord, MA 01742-2204 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. The purpose of this requirement is to obtain IMARIS Single Full with ClearView Software License. The contractor must be an authorized reseller of MARIS Single Full with ClearView Software License. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, HHS?NIH?NINDS?NOI?009008.
