Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 and additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. A separate solicitation will not be issued. This procurement is issued as full and open competition under the NAICS 562920 with a small business size standard of $22M. The government has a need for contractor support for germanium (Ge) scrap recycling services. The purpose of this contract is to reclaim Ge, in the form of polycrystalline ingots with a minimum purity of 5N and suitable as feedstock for the production of monocrystalline Ge intended for optics applications, from Ge windows and/or subassemblies containing Ge windows as GFM (see attached performance work statement). The government intends to award an indefinite delivery/indefinite quantity (IDIQ) contract as a result of this solicitation with an estimated two task orders per year. The period of performance for the IDIQ will be one base year with two option years as follows: Base year: September 30, 2020 - September 29, 2021 Option year one: September 30, 2021 - September 29, 2022 Option year two: September 30, 2022 - September 29, 2023 Multiple awards will not be made. Award will be made on the basis of lowest priced technically acceptable (LPTA). Technical acceptance will be based on the criteria as outlined in the evaluation criteria attachment. Offerors are required to submit a technical proposal in accordance with all solicitation requirements and pricing in Excel format. No other information is required. Past performance will be based on CPARS and other available government systems. Offerors must quote all CLINs as identified in the CLIN structure attachment and using this format. Offerors must provide all information/documents as identified in the required proposal submittals attachment. All proposals must be submitted via email to the contracting officer by the date specified.
