Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industry Classification System (NAICS) code for the requirement is 333314 � Optical Instrument and Lens Manufacturing. The small business size standard is 1,000 employees. This is an unrestricted full-and-open RFQ. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The Optical Measurements Group creates innovative optical instrumentation for accurate analysis of gas composition. Applications include the trace detection of rare isotopic substitutions in molecules like CO2. Several instruments recently designed to perform cavity ring-down spectroscopy focus on the detection of radiocarbon dioxide (14CO2) via an infrared transition near 4527 nm. To achieve high sensitivity in 14CO2 detection using those optical instruments, NIST requires high-reflectivity mirror coatings with low absorption and scattering losses. Monocrystalline Interference Coatings (MIC) represent a new paradigm in high-reflectivity mirror coating technology. Here, NIST requires MIC for two plano-convex silicon substrates provided by NIST, with an option for MIC on an additional two plano-convex silicon substrates also provided by NIST. The Optical Measurements Group within the Chemical Sciences Division of the Material Measurements Laboratory at NIST designs, builds, and applies innovative optical instrumentation for chemical and physical sensing. Instruments general perform cavity enhanced spectroscopy and sensing using high-Q resonators, devices which can require high-reflectivity mirrors with low-loss optical coatings. Coupled with spatially coherent and optically bright laser sources, the Optical Measurements Group has built instruments for the trace detection of rare isotopic substitutions of molecule like CO2, as well as frequency comb instruments for rapid and multiplexed detection throughout the near- and mid-infrared. Ongoing activities include cavity ring-down spectroscopy for the detection of radiocarbon dioxide (14CO2) via a selected mid-infrared transition near a wavelength of 4527 nm. NIST requires Monocrystalline Interference Coatings for two plano-convex silicon substrates provided by NIST, with an option for additional Monocrystalline Interference Coatings for two more plano-convex silicon substrates provided by NIST.
