- The U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations located at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Quote (RFQ) to solicit for and procure a firm-fixed-price contract to purchase native seed mixes to be used for the planting of a native cover crop for the Antelope Flats restoration project in Klamath County, Oregon. This procurement is being solicited as a Total Small Business Set-Aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The NAICS code is 111998 with a size standard of $1.0 million or less annually when averaged over a three year period. The period of performance is from approximately September 15th, 2021 to October 15th, 2021 with preferred delivery date is around October 1st, 2021. The Statement of Work for these native seed mixes is as follows: 1. GENERAL: 1.1 The U.S. Fish and Wildlife Service (FWS), Partners for Fish and Wildlife Program has a requirement for the purchase of a native seed mix to be used for the planting of a native cover crop for the Antelope Flats restoration project in Klamath County, Oregon. 1.2 Purpose: The purpose of this work is for the purchase of seed to be used for the planting of 2 separate mixes on 295 and 3 acres referred to as �existing ground� and �critical area�, respectively. The existing ground mix contains 5641.9 lbs (19.1 lbs/ac), and the critical area mix contains 69 lbs (23 lbs/ac). To complete the existing ground mix seeds from the following species will be needed: Great Basin wildrye (Leymus cinereus), creeping wildrye (Elymus triticoides), Nevada bluegrass (Poa secunda ssp. junifolia), common yarrow (Achillea millefolium), tufted hair grass (Deschampsia cespitosa), slender wheat grass (Elymus trachycaulus), meadow barley (Hordeum brachyantherum), slenderbeak sedge (Carex athrostachya), and clustered field sedge (Carex praegracilis). To complete the critical area mix seeds from the following species will be needed: creeping wildrye (Elymus triticoides), Great Basin wildrye (Leymus cinereus), creeping wildrye (Elymus triticoides), Nevada bluegrass (Poa secunda ssp. junifolia), and clustered field sedge (Carex praegracilis). Seed mixes must be delivered by October 1st, 2021. 1.3 Product Features The seed mixtures for these 2 different native cover crop mixes will be separated into the following seed mixes: existing ground mix (5641.9 lbs; 19.1 lbs/ac), and the critical area mix (69 lbs; 23 lbs/ac). 2. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: 2.1 Place of performance: Delivery will be made to the Klamath Basin NWR Complex, at 4009 Hill road in Tulelake, CA. Delivery driver will coordinate with the refuge prior to delivery to ensure someone is at the location to receive the delivery. A forklift may be available, however, coordination is need prior to delivery to ensure a forklift operator is present. At no time will funding be used to conduct restoration work activities on lands under the other jurisdiction (i.e. Cities of Klamath Falls, BLM, CDFW, State and/or Federals Refuges, etc.). 2.2 The contract window shall be from approximately September 15th, 2021 to October 15th, 2021. Preferred delivery date is around October 1st, 2021. 2.3 Normal FWS duty hours are Monday thru Friday, 8:00 AM � 4:30 PM. 2.4 FWS Non-duty hours include weeknights, weekends, and Government holidays. 3. SCOPE: 3.1 Provide seed to be used for the planting of 2 separate mixes on 295 and 3 acres referred to as �existing ground� and �critical area�, respectively, at the Antelope Flats restoration project. The existing ground mix contains 5641.9 lbs (19.1 lbs/ac), and the critical area mix contains 69 lbs (23 lbs/ac). The mix must be consistent with composition outlined in Section 1.3 (Table 1). Substitutions may be considered on a case-by-case basis, and are subject to approval. All substitutions must be native species, appropriate for the hydrology and micro topographic features of the following wetland vegetation communities: 1) Spike-rush Marsh and Nebraska sedge Wet Meadow plant communities species such as shortbeak sedge (Carex simulata), Nebraska sedge (C. nebrascensis), Baltic rush (Juncus arcticus ssp. littoralis), and other wetland plant species; 2) A portion of the adjacent upland be restored to low sagebrush/Big sagebrush with rubber rabbit brush, Sandberg�s bluegrass, and/or basin wildrye, and Silver sagebrush, Wasatch desert-parsley plant communities (which include a number of native bunchgrasses and forbs under natural conditions). 4. INSPECTION AND ACCEPTANCE: 4.1 The contractor will be evaluated as detailed herein. All work included in the contract specifications shall be subject to inspection by the U.S. Fish and Wildlife Service. Final acceptance shall be based upon satisfactory completion of the work in accordance with the specifications on a task by task basis. 5. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the �Lowest-Priced, Technically-Acceptable� proposal. Evaluation of interested firms will be based on the following in the Solicitation: 1) Native seed mixes match the spec cited in the Statement of Work; and 2) Price The solicitation is anticipated to be issued on or around August 21, 2020, with a quote due date approximately one week thereafter. Award is anticipated to be made in September of 2020. The solicitation package will include the Solicitation Form (SF1449), bid schedule and statement of work.
