Description
On August 21, 2020, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the�Armored Multi-Purpose Vehicle (AMPV) Part Task Trainer (PTT) prototype project. A Request for Solutions for these efforts was issued through TReX on March 13, 2020, which resulted in the submittal of 5 total responses. As a result of competition, the prototype project was awarded�to J.F. Taylor, Inc. located in Lexington Park, MD. The total value of this prototype project is $5,285,747.80. The overarching objective of the prototype effort is to design, develop, and test an AMPV PTT prototype. The PTT will be incorporated into and extend the existing Family of Maintenance Trainers (FMT) Product Line (PL) and will therefore, utilize and build upon the FMT-CC DTT PL architecture including the FMT-CC TMS, Instructor Operating Station (IOS), Network Attached Storage (NAS), and FMT-CC User Interfaces (UI). The objective will be achieved by analyzing the existing FMT-CC Diagnostic & Troubleshooting Trainer (DTT) architecture, baseline, design documentation and the maintenance training requirements of the AMPV in order to develop and successfully demonstrate a single AMPV PTT production-ready, prototype unit. The AMPV PTT Prototype effort will utilize the LT2 Governance policies and methodologies to eliminate stove-piped development, manage obsolescence, improve system performance, improve operational readiness, and improve system maintenance, while reducing total ownership costs. The FMT-CC will leverage a set of plug-and-play applications in the product line architecture that are applicable across the FMT product portfolio of legacy and future combat/tactical vehicle training systems without a loss of current functionality. The PL prototype effort will include dynamic mechanisms for multi-phase configuration management, PL development and support, technology insertion, and growth. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. The Government defines successful completion as the Government concurring with the following criteria: All required deliverables for TO #1 have been accepted by the Government. All required deliverables for TO #2 have been accepted by the Government. All required deliverables for TO #3 have been accepted by the Government. All required deliverables for TO #4 have been accepted by the Government. The Government concurs that the fully functional prototype demonstrated in TO #4 satisfies the AMPV PTT Technical Supplement requirements and all Technical Objectives identified in this SOW. The Government concurs that the prototype design and delivered Technical Data Package delivered under this prototyping effort is acceptable for successful transition into follow-on production activities. Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
