- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, with Specialised Imaging, 41690 Enterprise Circle N., Suite 104, Temecula, CA� 92590-5617, as the only responsible source that can provide three (3) TEMA Pro license seats, one (1) TEMA Pro 3D with Wand license, and one TEMA Pro 6D license.� This acquisition is being conducted under FAR 13.106-1(b)(1)(i) only one source reasonably available (exclusive licensing agreement).� Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. The U.S. Army Aeromedical Research Laboratory (USAARL) intends to procure a firm-fixed-price contract with a base plus four option years for five seat license subscriptions for motion tracking software that tracks objects and markers in images through high speed video.� The maximum estimated dollar amount for the duration of the contract is $103,000.00. The license subscriptions provide motion tracking software that tracks objects and markers in images through high speed video.� The software performs motion analyses by calculating engineering variables in distance, velocity, and acceleration, and perform extensive probability analysis through scientific graphs and data tables.� Included will be maintenance service for the software to include updates, upgrades, and call-in Help Desk support. �Specialised Imaging is the sole manufacturer and distributor of the TEMA software.� USAARL is currently utilizing TEMA software to ensure continuity with research data collected over the past five years utilizing Specialised Images software.� TEMA software is approved for use by the Army Information Assurance System.� The Injury Biomechanics and Protection Group (IBPG) of USAARL is developing biomedical assessment tools and performance standards for the prevention and mitigation of Soldier injuries.� The primary threat-based competency is Blunt, Blast, and Accelerative Injury and Protection with a focus on the head and spine and overall whole body response.� These labs currently have multiple on-going protocols utilizing Specialised Images TEMA software.� In order to compare data both within and across studies, it is required that the same TEMA software system be used.� The use of any other vendor would negate the previous protocols, resulting in a loss of time and effort. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 Software Publishers with a Small Business Size Standard of $ 41,500,000.00. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable motion tracking detection software is provided by Specialised Imaging, 41690 Enterprise Circle N., Suite 104, Temecula, CA� 92590-5617.� Submit email capabilities statements (using PDF, MS Word, Excel attachments) to Jeff Flook at jeffrey.l.flook.civ@mail.mil.
