RFQ# 140P8320Q0076 Amend 0001: Tree Planting Services ***** Amendment issued to provide answers to site visit questions to all interested parties and to provide an additional site map. The deadline for receipt of quotes remains the same. Please see attached documents [Site Visit Notes Q and A and Map 8 19 20.pdf]. ***** ***** Request for Quotations (140P8320Q0076), is being issued for the purpose of Tree Planting Services at Lewis and Clark National Historical Park (LEWI). The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2020-07 dated 08-03-2020 and is set aside for small businesses (FAR Part 19), NAICS 115310 Support Activities for Forestry / Tree Planting Services Contractors, with a small business size standard of $8.0 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination # 1977-0079, Tree Planting services are to be performed per the attached Statement of Work (SOW) document included as an attachment to this solicitation. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Please view the information provided in this solicitation document the attached SOW and Wage Determination documents and if interested provide a quote as indicated. ***** Interested quoters must be registered in the System for Award Management (SAM) database in order to submit a quote. If quoter is not registered in SAM, they may do so through the SAM website at https://www.sam.gov/SAM/ ***** Background: The purpose of this project is to restore and rehabilitate recently purchased industrial second and third-growth forest lands within the Fort Clatsop Unit at Lewis and Clark National Historical Park to forests that more closely approximate the structure, ecology, and appearance of forests in 1805-1806. ***** The park and contracted silviculturalists have developed a strategy to accelerate the forest�s conversion from tree farms to a forest more natural and unmanaged in structure, function, and appearance through the use of variable density thinning, snag creation, and planting of native species. The target is to prepare stands to eventually become the kind of old-growth, late succession forests that are now very rare in the area. The NPS has done the thinning work with hand crews, using �drop and leave� and �lop and scatter� type methodologies, leaving all biomass on-site to provide wildlife habitat and build soils. ***** The work to be performed is planting 1,900 bigleaf maples (Acer circinatum) and 4,000 Sitka spruce (Picea sitchensis) across 425 acres of recently thinned forest stands. These stands are historically overstocked Douglas fir, western hemlock, and Sitka spruce stands that Lewis and Clark National Historical Park has been working to restore to diverse, native, natural forest. ***** Location: The project site is located in the Fort Clatsop unit of Lewis and Clark National Historical Park, which is SW of Astoria between Hwy 101 and the Lewis and Clark River, at 92343 Fort Clatsop Road, Astoria, OR 97103. Elevation ranges from 20 ft. to 320 ft., often on slopes greater than 35 degrees. ***** Please view information in the attached solicitation documents [Sol 140P8320Q0076] for Statement of Work (SOW) and detailed RFQ information & clauses and if interested provide quote as indicated.
