- See attached.� Received the following question which is answered: Q:��������� I was wondering if there is a site visit for this BID that is due next week? A:����������Site visits are available.� Site visits are limited to one (1) company at a time with one (1) representative.� Individuals must wear a mask to enter the building and go through the screening process at DOJ.� To request a site visit, email Robert Metz at robert.d.metz@usdoj.gov that includes: Full legal name of company representative, SSN and Date of Birth. Company address Requests will be responded to within 48 hours with date and time of visit and instructions for entering the building. All questions from the site visits should be submitted via email to robert.d.metz@usdoj.gov with a cc: to michele.b.spencer@usdoj.gov.� Questions and responses will be posted in FBO. The due date for this RFQ is extended to 4pm ET August 24, 2020. ________________________________________________________________________________________________ REQUIREMENT UPDATE: The OPERATIONAL DATA paragraph of the RFQ is updated to add the following item:� 6. Q:��������� May we schedule a site visit?� If we are unable to conduct a site visit, may we have the details about the current controllers and condition of pumps on-site? A: I posted information about site visits on FBO today. Please review and let me know if you have additional questions.� Q:��������� Does each cooling tower have its own controller and feed stations or do they share one controller? A:���������� They share one controller. Q:��������� Are you interested in controller automation (remote access and control)? A:���������� No. Q:��������� Service requirements: bi-weekly as in twice per month? A:���������� Yes. Q:��������� The bid mentions (4) BAC 3000 cooling towers and (4) Trane chillers. Do you know either the tonnage of the chillers or the towers? This is important to ensure the correct amount of lbs/year are budgeted for when dosing corrosion inhibitor. A: ��������� We have four (4) Trane Chillers - 750 ton each. Q:��������� Can pictures and samples be taken for additional review? A:���������� Pictures can be taken in curtain areas.� Samples can be taken at no cost to the government. There are no other changes. _______________________________________________________________________________________________ Additional questions with answers: Q:��������� I have a question regarding the water treatment equipment. Is there existing feed equipment onsite (Cooling tower controller, chemical feed pumps?). Or is it to be supplied by the subcontractor? Please let me know. A:���������� Supplied by the contractor.� Q:��������� What is the current value of the contract? A:���������� The independent government estimate is $9,600 which does not include the following added requirements: Glycol for HTP�s and chemicals to treat the Decorative fountain. Q:��������� Is glycol part of the fixed price or is that purchased separately? A:���������� Glycol is part of the fixed price. Q:��������� Do you have any information on cooling tower make up and/or blow down gallons? A:���������� No, we do not have that info at this time. Q:��������� Can you provide a list of companies that have performed a walk through? A:���������� The vendors that participated in a site visit are: Aquatomic Barclay Chem-Aqua, Inc. Coastline LTD Rjy Group Q:��������� Do the 5 glycol systems require installation of 4 station coupon racks? A:���������� Yes. Q:��������� Who is responsible for supplying, changing and sending the coupons to the independent lab? A:���������� Vendor is responsible for sending coupons. Q:��������� Are the coupons to be changed at a 30 and 90 day frequency? A:���������� 90 day frequency. Q:��������� Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 15JPSS20QFAS00013 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? A:���������� This is a renewal of services with the added requirement for Glycol for HTP�s and chemicals to treat the Decorative fountain. Q:��������� If possible, can you please provide the most recent contract or task order number? A:���������� The most recent task order number is 15JPSS19F00000018. Q:��������� The pumps located on top of the current tanks, are those owned by the site or the vendor? A: ��������� The pumps are property of DOJ. Q:��������� How much make up water is used each year on the cooling tower? A: ��������� We currently do not have that information.� _______________________________________________________________________________________________ The last of the Q&As. The RFQ due date is extended to 4pm ET Thursday August 27, 2020.� No additional questions will be accepted. Q:��������� Consumption of chemicals vary each month depending on many variables. Will you accept a bid that does not give cost of chemical because chemical cost is built into monthly service price? A:���������� This is a firm-fixed price requirement, time-and-material terms will not be accepted. Q:��������� What are the (11) storage tanks containing? A:���������� It is listed on the containers. Q:��������� If Glycol for the HTP systems, do you want pre-mixed to -5 degrees or do you want 100% to be added to the incoming make up water? A:���������� -5 degrees mix. Q:��������� Do you want propylene or ethylene and should it be inhibited? A:���������� Propylene � Inhibited. Q:��������� Due to existing issues with the glycol systems, will DOJ hold new contractor harmless for any damage cause by the mixing to two different glycols?� A:���������� Will not hold contractor responsible for past issues. Q:��������� Will DOJ accept separate pricing for the glycol as needed and should the price include injection of glycol into the system by the water treatment vendor? A:���������� This is a firm-fixed price requirement, vendor is responsible for the Glycol and the injection of Glycol. Operational Data: Q:��������� During walk through with DOJ personnel, the following systems were identified for treatment: (1) open loop cooling tower system, Chilled water system to include the secondary chilled system (7) HTP closed loop systems with 5 systems containing glycol (1) Decorative fountain Does Item 1 and 2 in RFQ incorporate the above systems or are there two additional systems? A:���������� Yes. Equipment Inspection: Q:��������� How many systems have coupon racks and how many coupons are on each rack? A:���������� There are four (4) coupon racks. Q:��������� If rack has (4) stations please identify metals to be tested besides Mild Steel and Copper? A:���������� That determination is left to the vendor as the subject expert. Q:��������� Does the cooling tower feeding equipment need to be provided or will new contractor use the existing equipment? A:���������� Yes. Q:��������� If existing equipment to be used, will DOJ purchase new equipment if existing fails? A:���������� No. Q:��������� If new equipment needs to be included in price, who will own equipment at end of contract? A:���������� DOJ will own any new equipment. Q:��������� If new equipment needed, please identify the equipment needed i.e. control panels, tanks, pumps, etc. A:���������� Equipment should be replace on an as needed basis and within the scope of the requirement. Q:��������� Which coupon racks will require 30 day lab results and which will be 90 day? A:���������� All require 90-day lab results. Q:��������� Are the currently Filter Housing on HTP #3 through #7? If so, which brand and what size filter do you want provided? A:���������� Yes. �That determination is left to the vendor as the subject expert. Q:��������� If no housing installed, will DOJ accept separate pricing for the new housings with cases of filters? Due to cost of these, it would be difficult to incorporate as part of the monthly service. A:���������� This is a firm-fixed price requirement, filter replacement should be included in the price. Q:��������� The RFQ does not call for Legionella testing for the cooling tower or the decorative fountain. She [sic] this be included in bid and if so, how often should systems be tested? A:���������� No. Q:��������� Will DOJ accept separate pricing for the legionella testing and the coupon testing or should it be incorporated in the monthly service payment as one lump sum? A:���������� This is a firm-fixed price requirement , one (1) lump sum for coupon testing is required.
