- 21 August 2020 - The purpose of this notice revision is to extend the response date of the combined synopsis/solicitation to 31 August 2020.� Due to the restricted timeline for this procurement�the Government is not anticipating extending the proposal due date past 31 August 2020. In addition to the above, Questions and Answers�have been incorporated into the combined synopsis/solicitation. Please note that the due date�to submit questions has not been extended as a result of this revision. No other changes have been made. 18 August 2020 - The purpose of this notice revision is to revise the NAICS and PSC codes from 334290 and 5996 to 332510 and 5895, respectively, as the revised codes better represent the scope of this requirement.� The size standard remains unchanged at 750 employees.� No other changes have been made. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) in accordance with FAR Part 12 & FAR Subpart 13.5 under solicitation number N68335-20-R-0423. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This will be a total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 332510 and the size standard is 750 employees. The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ in support of Webster Outlying Field (WOLF) Special Communications Mission Solutions (SCMS) division has been tasked by the Family of Special Operating Vehicles (FOSOV) program to provide custom metalwork fabrication and manufacturing.� Custom metalwork is required by FOSOV for integration across multiple different mobile deployable platforms.� The purpose of this requirement is to provide surge support for Build-to-Print component requirements through fabrication and manufacturing of metalwork.� This requirement shall supply mechanical parts and assemblies including mechanical fabrication, machining, assembly, procurement, verification, quality control & assurance, packaging, and shipping. The custom metalwork will include an equipment rack assembly and a slingshot antenna mount assembly.� The equipment rack assembly consists of an amplifier mounting block, headset interface bracket, and an equipment rack. The slingshot antenna mount assembly consists of a slingshot antenna mount and an antenna mounting base. The custom metalwork for the equipment rack assembly and slingshot antenna mount assembly shall be manufactured in accordance with Government-owned technical data/drawings, which contain technical data whose export is restricted by the Arms Export Control Act. In order to receive the Government-owned technical data/drawings, interested vendors must forward a current, approved DD Form 2345 ""Military Critical Technical Data Agreement"" to LeAnn Spann, Contract Specialist, via the e-mail specified in this solicitation. A submitted DD Form 2345 will be validated as being current with the Defense Logistics Agency's Logistics Information Service � Joint Certification Program. For DD Form 2345 information, visit the DLA website at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/. The Government-owned technical data/drawings are identified as Attachment 001 � Attachment 009 of the attached Statement of Work (SOW).� SOW Attachments 008 and 009 will require interested vendors to use CAD to access the drawings.� However, SolidWorks and CREO files can also be provided for Attachments 008 and 009.� If one of the other file types (SolidWorks or CREO) are required by the interested vendor, the vendor shall provide the request for file type in the e-mail containing their approved DD Form 2345.� The Export Controlled documents will be provided by the Contract Specialist to the Data Custodian identified on the approved DD Form 2345 via DoD SAFE (Secure Access File Exchange). Interested offerors must submit any questions and requests for clarification and information concerning the solicitation no later than 19 August 2020 to enable the buyer to respond. Answers will be compiled and posted electronically to the BetaSAM.Gov website: https://beta.sam.gov/. Questions may be e-mailed to the Point of Contact (POC) identified in this solicitation. All correspondence shall reference the solicitation number.
