- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for the maintenance and improvement of the outer breakwater feature of the Hyannis Harbor, Federal Navigation Project (FNP) located in Hyannis, MA.� This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, Woman-Owned and Small Business concerns as described below.� The NAICS code for this procurement is 237990 with a size standard of $39.5M.� The contract solicitation is planned to be issued on or about November 2020.� The maintenance and improvement work will occur in the spring of 2021 and is expected to take approximately 5 months to complete.� The estimated construction cost is between $1,000,000 and $5,000,000. This project consists of maintenance and potential improvements to the Federally-owned portion of the outer breakwater, a feature of the Hyannis Harbor, FNP, located in Hyannis, MA. Originally constructed in the 1890's, the structure extends roughly 1,200 linear feet southeast off the end of the Commonwealth of Massachusetts� owned portion of the breakwater that connects the structure to land. Having suffered damage from coastal storms over the years, and a ferry collision in 2017, several locations along the Federally-owned portion of the structure require reconstruction and/or repairs (new armor material). The last time the structure was repaired was in the 1960's, where part of the structure was widened and reinforced on the harbor side for approximately 800 feet and some at the nose, while roughly 400 linear feet of the original construction (parapet stones) remains. The intent of this project is to repair damaged sections of the structure within the 800 foot stretch improved in the 1960's and improve the remaining 400 feet to roughly match the 1960's design.� It is anticipated that the new armor stones will be 5-7 ton stones and that some of the existing parapet stones will be repurposed into the design.� The work includes dismantling, removing, stockpiling, reworking and reinstalling existing armor stone and parapet stones as well as acquiring and installing new armor stones in the repair areas. The repaired areas must be properly interlocked and be within specified design tolerances. Potential improvement to the structure�s nose are also being considered. Given the nature and characteristics of this structure, it is anticipated that all repair and improvement construction activities will have to be performed from marine based plant. Environmental coordination and permitting for this work will be completed by the U.S. Army of Engineers, New England District. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, and two (2) examples of projects performed by the firm in the last ten (10) years (including Points of Contact for those projects) showing experience with the proposed equipment and stone size handled for each project. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications meeting the same qualifications listed above, which will be used to support the bidder's effort.
