- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a sole source basis support to assist the Department of the Navy (DoN) Office of the General Counsel (OGC) with instituting Knowledge Management (KM) Strategy, organizational alignment, standardization of Communities of Practice (COPs), enhancement of search functions, governance and automation of content, enhancement of real-time collaboration, and selection and implementation of a case and matter management tool for that cannot be supported by the existing federal workforce. The instant requirement is a follow-on to a competitively awarded GSA order (N0018919FZA09). DoN OGC is still in the midst of completing the transition to the Amazon Web Services (AWS) Cloud and Enterprise Knowledge, LLC is the only known source with the requisite knowledge, experience, and technical data that can readily and cost effectively continue the transition. The proposed firm, fixed-price action is for services for which the Government intends to solicit and negotiate with only one source, Enterprise Knowledge, LLC, as a SAP action under FAR Part 13. The applicable NAICS code is 541512. The size standard is $30.0M. The FSC is D399. This notice of intent is not a request for competitive quotes. Upon its release, the solicitation will be issued electronically via the Navy Electronic Commerce Online (NECO) and website https://beta.sam.gov. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. It is anticipated that the solicitation will be released on or after 26 August 2020. The closing date for the receipt of offers will be set forth in the RFQ.
