- NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire services of engineers, physical scientists (i.e. astronomers and physicists), project specialists, and instrumentation experts and to provide short-term (normally at least one year) technical support, research analysis, and operations and maintenance support for United States Naval Observatory operations, research and development activities. The proposed procurement is being processed as a total small business set-aside. The NAICS code for this acquisition is 541715 with a size standard of 1000 (# employees). This procurement is being conducted as a commercial item, using FAR Part 15 � Contracting by Negotiation. It is anticipated that the solicitation for this requirement will be posted in May 2020. Interested parties are solely responsible for monitoring of the below mentioned website for postings of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. It is anticipated the Navy will solicit a Single Award, Firm-Fixed-Price (FFP) type, Indefinite Delivery � Indefinite Quantity (IDIQ) contract. The anticipated performance period is 15 September 2020 through 14 September 2025. Interested vendors will be required to submit a price proposal and non-price (technical) proposal. The evaluation for contract award will consider the non-price volume of the proposal to be more important than price. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be in May 2020, to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award.
