- Description
- The Naval Air Systems Command intends to negotiate with Sikorsky, A Lockheed Martin Company, 6900 Main Street, Stratford, CT 06615, on a sole source basis for production and retrofit integration, Engineering Change Proposals (ECP), reliability/sustainability improvements and logistics product support for the United States Marine Corps USMC CH-53K helicopter, simulators and trainers via a current Lockheed Martin Corporate Basic Ordering Agreement (BOA) as well as any follow on BOAs over a period of five (5) years with coverage to begin approximately 1 October 2020. The delivery or task orders may contain both fixed price and cost-type Contract Line Item Numbers (CLINs). Requirements covered under this effort include technical support, program management, recurring and non-recurring engineering for ECPs, and logistics support, including retrofit and production forward fit tasks, in support of the CH-53K Engineering Development Models (EDMs), Systems Developmental Test Aircraft (SDTAs), Low Rate Initial Production (LRIP) aircraft, and training simulators and devices. Additional requirements include obsolescence management, software development and infrastructure support, testing, logistics support, CH-53K aircraft support, and requalification efforts. This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Sikorsky is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K helicopter and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner. This notice is for information purposes only. For subcontracting opportunities, please contact Jason Lockwood, Sikorsky Supply Chain Manager. The proposed effort is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
