Description
The Bureau of Land Management (BLM), Department of Interior, California State Office intends to award a Firm-Fixed Price contract to Pioneer Energy Products (PEPRO) 671 Colbert Ave, Oil City, PA 16301 to deliver and install communication shelter. A justification for Brand Name Justification and Single Source Justification has been prepared in support of this acquisition. PEPRO makes the only communication sites and mobile sites that will protect the sensitive digital radio equipment and batteries from external threats like earthquake, snow, ice, wind, lightning, radio frequency interference, passive inter-modulation and electro-magnetic radiation and pulses. It is constructed of thick aluminum alloy plating for excellent electrical conduction (RFI and lightning shielding) and high strength. The installation requires a minimum amount of excavation yet is stable in extremely high winds. It will not fail in severe weather conditions when emergency communication is critical for fire fighter, Law Enforcement, Admin, and visitor safety. These secure mobile radio sites feature, single person operation and full integration to allow for installation and set up to be completed within 30 minutes upon arrival. The articulated tower design, with no guy wires, multiple antenna capacity, and vertical antenna separation have proven this to be an ideal system to restore your mission critical communications. PEPRO also meets and or exceeds all Motorola R-56 standards BLM sites are required to meet. The government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations (FAR) 13.501(a), the agency has determined that only one responsible source and no other supplies or services will satisfy agency requirements due to urgency and remote location. This notice is not a Request for Quote (RFQ) or a Request for Proposal (RFP). Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by responding to this notice no later than 2:00 p.m. PST, Tuesday September 1, 2020 by e-mail to tthaler@blm.gov. All information submitted should support the offerors capability to provide the service required and shall be furnished at no cost or obligation to the government. The primary North American Industry Classification System (NAICS) code is 624221 � Temporary Shelters, with a small business standard of $12.00M. Anticipated award date is estimated to be middle of September 2020.
