AMENDMENT 1: The purpose of this amendment is to: A) Extend the solicitation response deadline to Monday, 31 August 2020 at 2:00PM Arizona Local Time.� B) Answer will be provided by Friday, 28 August 2020 at 2:00PM Arizona Local Time Contracting POC: 2d Lt Sadiah Robinson; 520-228-2214; sadiah.robinson@us.af.mil COMBINED SYNOPSIS/SOLICIATION �COMBO�: FA487720QA398 - Frequency Converter Replacement i.�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� ii.�� �Solicitation FA4877-20-Q-A398 is issued as a Request for Quotation (RFQ).� iii.�� �This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-08 effective 13 August 2020, Defense Procurement Notice 20200605, and Air Force Acquisition Circular 2019-1001. iv.�� �This is a Total Small Business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 335999 with a small business size standard of 500 employees. v.�� �Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: a.�� �CLIN 0001 - Removal and replacement of one 60kVA 400 Hz Frequency Converter QTY: 1 U/I: Each b.�� �Place of Performance is Davis-Monthan AFB Tucson, AZ c.�� �Attachments:� i.�� �PWS � FA487720QA398 � Frequency Converter ii.�� �Provisions and Clauses � FA487720QA398 � Frequency Converter iii.�� �Wage Determination #2015-5473 Rev 10 iv.�� �BLDG 1750 Floor Plan vi.�� �Delivery shall be FOB Destination. vii.�� �The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. viii.�� �The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. ix.�� �The optional site-visit shall be conducted on Thursday, 20 August 2020 at 1400, Arizona Local Time. Interested parties who would like to attend must notify the Points of Contact no later than (NLT) Wednesday, 19 August 2020 by 1500. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitor�s Center outside of the Craycroft Road gate at no later than 1330 in a non-commercial vehicle. x.�� �Site Visit Procedures: In order to gain access to the installation, all site visit attendees must bring current driver�s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Additionally, in accordance with the Center for Disease Control guidance concerning the spread and control of COVID-19, conditions during the facilitation of the site visit may not allow for maintaining a distance of the recommended six (6) feet of social distance. Therefore, in order to attend the site visit, in addition to the required documents, all vendors must bring a cloth face covering as recommended by the U.S. Surgeon General. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied. xi.�� �Important Dates/Times (All Times are Arizona Local Time) a.�� �A site visit will be conducted Thursday, 20 August 2020, 2:00pm. b.�� �Questions are due by Friday, 21 August 2020, 2:00 pm. (NO questions will be considered after the questions due date.) c.�� �Answers will be provided by Monday, 24 August 2020, 2:00 pm. d.�� �All quotes shall be submitted by Wednesday, 26 August 2020, 2:00 pm. xii.�� �It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ.
