Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-257 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-08. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000e. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Vidrio Technologies the following new products components for a 2- Photon Imaging System : Product# V-RMR-0A Rapid Multi Region Scanner Package � Quantity (1) EA Product# V-RMRK-S-0A RMR Integration Kit - Sutter MOM Mounting � Quantity (1) EA Product# V-RMRK-SP-0A RMR Integration Kit - Sutter MOM Periscope � Quantity (1) EA Product# V-SI-PRE Premium Scanimage Software License � Quantity (1) EA Product# V-DAS-VDAQ-0A vDAQ based data acquisition system � Quantity (1) EA System includes: High performance data acquisition PC vDAQ PCIe card - Xilinx Kintex Ultrascale FPGA - 4 High Speed Analog Inputs - 125MHz, 14bit - 12 Precision Analog Inputs - 1MHz, 16bit - 12 Precision Analog Outputs - 2MHz, 16bit - 32 Digital IOs Includes a ScanImage 2020 Premium license for one microscope. Includes 12 months of premium support. Software provided as a download access. The RMR scan head contains a resonant scanner and two galvo scanners. The kit comes with a Controller box that contains power supplies and the galvo controller boards. Two cables are provided for connecting the controller box with the scan head. The lab needs a 2-photon microscopy system for use in their vitro electrophysiology studies and in vivo imaging projects with various genetically encoded biosensors. To build the 2-photon microscopy, we choose two major components from two vendors. The vendor for the first component, VidrioTech, exclusively offers a combined package of imaging software, data acquisition system, and high-speed scanning mirror device. Also, the company is the only vendor providing a software solution capable of fast access to the arbitrary multi-regions with customized codes. Whereas, other 2-photon microscopy vendors do not support this flexibility, thereby our experimental design and research strategy could be limited. The second component will provide optical frames and associated mechanical components only compatible with the VidrioTech� s high-speed scanning mirror. This combination approach performance specification and functionalities of the combination system are better than the complete system. Furthermore, VidrioTech is available for the assembly service on demand. The suggested 2- photon system can be used for our ongoing projects related to multi-channel imaging, characterization of novel biosensors, region-specific optical stimulation, and fluorescence lifetime imaging in brain slices and behaving animals. Thus, the 2-photon microscopy system represents the best choice for our needs. They are also the sole manufacturer and distributor of the 3-axis movable objective head that allows us to readily switch from in-vivo experiment to in-vitro experiment without perturbing the sensitive 2-photon laser beam. VidrioTech is the sole manufacturer and distributor of the resonance-mode laser scanning device and the imaging software. ScanImage, a software developed by VidrioTech, is widely used open-source platform for laser scanning microscopy. The software can be modified by user and compatible with our existing electrophysiology systems and time-correlated single photon counting system. Also, the resonance-mode scanning hardware is a laser beam steering device with motorized mirrors that enables to obtain high-frequency 2-photon imaging incorporating with the software. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. NOTE TO CONTRACTOR: The contractor shall provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Offeror must include the delivery date/timeframe with offer. Quotations will be due eight calendar days from the publication date of this synopsis before August 31, 2020 before 1:00m EST. The quotation must reference �Solicitation number� NICHD-20-257 and �Solicitation number� NICHD-20-257 must be on/in subject line of email. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
