Description
Subject: Sole Source Letter, The requirement is for the procurement is (1000) Multi-Purpose Grenades (OC Powder) 19AQMM20P1398 The patented designs of MPG grenades deployed with the Marine Guard units and the TG dispensers deployed in the TG Guard Security Systems at the most U.S. Embassies around the world are proprietary items of NonLethal Technologies, Inc. These were developed by AAI in the late 1960s, and the designs are still highly effective. Both the designs and tooling for these systems are currently owned by Mace Security International, Dayton, OH, and licensed by Mace Security exclusively to NonLethal Technologies, Homer City, PA for production and distribution worldwide. No other grenade in the industry has a fuse selector switch with two built-in delays to accommodate both hand throwing and launching options as does the MPG. Also, the unique expulsion design allows the operator to deploy a large volume of CS or OC dust to secure an area around the Embassy grounds, or to deny access to critical entry points, with reduced risk of contaminating larger areas, and with absolutely no risk of fire. The CS or OC dust content is the largest chemical load of any irritant grenade in the industry. And, this single MPG grenade, with its multiple functions, simplifies the Marine Guard training and the inventories needed at the Embassies. Further, the NLT MPG launching device is unique to the MPG and is rifled to insure accuracy at long ranges. No other grenade launcher system deployed from a 12ga shotgun is rifled. Finally, these grenades are hermetically sealed and provide the safest and secure in-system storage at Embassies in any and all climates. The Contracting Officer has established there is no other viable commercial option and is the only source that is authorized for security personnel serving diplomatic posts overseas.
