- Description
- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Geotechnical Consulting & Testing Systems, LLC (GCTS) Cage: 3FR66 for a FRM-200-FSTX Frozen Soil Triaxial System. �The equipment intended for procurement is included in the attached Description of Requirements.� A new system is necessary to continue research into near surface soil behavior, along with the study of sensors and their relationship with the top 1 meter of soils.� The unique Triaxial laboratory equipment and associated software has been utilized on multiple research and development projects by the GSL Sensor Coupling and Soil Behavior Laboratory for the last six (6) years. �Because of this, it is essential that research scientists continue to work with the same system and have access to historical and current on-going research efforts.� As such, GCTS is the only source that can fulfill the Government�s request in its entirety. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519, Other Measuring and Controlling Device Manufacturing, with a Small Business Size Standard of 500 employees. �The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, 1 September 2020.
