**THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO WEST PUBLISHING ** This is a notice issued as required by FAR 5.203. Because this procurement is below the Simplified Acquisition Threshold, OPIC intends to award this sole source contract under the authority of FAR 13.106-1(b). A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
