Add CLIN 1002 to account for Option Year 1 COVID air-balancing. 2. Address questions asked by vendors (Page 2). All other terms and conditions remain unchanged. Ryan M. Is this a new or follow-on requirement?  If a follow-on, who is the incumbent contractor and what was the contract number?  This information needs to be requested via a FOIA request. 2.  Are the Allentown and Sayre CBOCs included in this requirement?  If not can the USG amend Attachment 01 and remove those locations and reference to the locations? If they are in the attachments, they are included. 3. Work at Allentown Out-Patient Clinic Work at the Allentown Out-Patient Clinic located (AOPC) at 3110 Hamilton Blvd, Allentown, PA 18103 consists of testing rooms 138 (AIIR), 144 (AIIR), 243 (Sound Both), 245 (Dental), 246 (Dental), 278 (Dental) and calibrating/certifying their wall mounted differential pressure monitors. The reports associated with this section shall be constant with items identified in section 2. This facility is a leased and serviceman must report to the VA Administrative Officer or designee at each facility prior to service/calibration. The onsite hours of work are from 8:00 AM to 3:00 PM. There is no question; this is a statement. 4. Work Sayre Out-Patient Clinic Work at the Sayre Out-Patient Clinic (SOPC) located at 1537 Elmira St, Sayre, PA 18840 consists of testing rooms 139 (AIIR), 142 (AIIR) and calibrating/certifying their wall mounted differential pressure monitors. The reports associated with this section shall be constant with items identified in section 2. This facility is a leased and serviceman must report to the VA Administrative Officer or designee at each facility prior to service/calibration. The onsite hours of work are from 8:00 AM to 3:00 PM. There is no question; this is a statement. 5.  If Allentown and Sayre are included, will the USG update the Schedule B with subCLINs for each individual location? No. 6.  Per Attachment 001 Regular Location - When is the Pharmacy scheduled to be certified and is the TAB contractor able to schedule the Air Balancing independent of the cleanroom certification schedule? Pursuant to USP 797 & 800 pharmacy clean rooms need to be certified every 6 months, by a clean room testing contractor (clean room testing and certification is not within the scope of this contract). The last certification was on 20May 2020, the next certification is due on or before 20 November 2020. The TAB contractor will have to be onsite prior to the clean room testing contractor to verify air flow, ACH, pressure relationships and calibrate the pressure monitors. This work will happen prior to the testing with the intent to find any issues that would cause a failure and provide time to make adjustments if needed. The air balance contractor will not be able to schedule the work, the TAB needs to take place prior to the certification [At least 2 days prior but not more than 14 days prior]. The VA will work to schedule the TAB based on the availability of both contractors to the maximum extent practicable; however the clean room certification must be completed within the last 6 months of the previous passing functional test. 7. Per Attachment 002 COVID Locations - please clarify the Interval - ""Annual Base + one option year"". The COVID identified areas in Attachment 002 will need to be tested in the base year ( Annual Base ) and in the next year of the contract (more properly titled option year one).  It is estimated that we will only need the added services in the areas identified in in attachment 002 for the next two years based on assumptions made with the COVID19 pandemic. Please also not the task column and the differentiation of task between TAB air handler vs survey and provide ACH.   Attachment 002 should not be factored in to your quote for option years 3 or 4. 8.  Please clarify Attachment 002 and Attachment 003 - what is the interval and does the work required fall under CLIN 0002? For attachment 002 the TAB air handler and survey work should happen as soon as practicable. This work shall happen in the first 4 months of the of the contract. The intent is to optimize airflow and/or have data (ACH / air flow) on hand as soon as practicable so that if there is a second wave of COVID19 we have the data or have made adjustments to the air handler to provide a safer environment.     For attachment 003 the contractor shall test the rooms listed quarterly. The rooms identified are airborne infection isolation rooms (AIIR s negative pressure) that we added in response to the pandemic. The rooms were made negative with a multitude of methods that include using roll-in HEPA units exhausting to the outdoors, exhaust system or HVAC return.  It the room is occupied the contractor will have to work with staff or attempt to test the room on the following day. This task can be combined with other quarterly testing such as quarterly testing of the OR s or SPD. 9.  Will the USG please define the COVID locations and why are they designated as COVID locations?   The distinction between COVID and regular locations is a funding distinction.   COVID locations is a reference primary associated with added task that the VA is funding with COVID funds. The task in attachment 002 & 003 are related with our response to the outbreak, such as adding additional AIIR s in the ED or ICU.  The testing or our existing AIIR s are listed in attachment 001 and are funded with operations and maintenance funds because the requirement existed before the pandemic (existing capability).  The work is taking place in a hospital and CBOC s the contractor will need communicate with staff about potential hazards such as a patient with COVID19 occupying a AIIR when testing is to take place. If this event occurs the contractor will not tests an AIIR until the patient is removed and the room is cleaned by EMS. The contractor may need to reschedule to accommodate the operational needs of the hospital.   This task can be combined with other quarterly testing such as quarterly testing of the OR s or SPD.
