Description
The Bureau of Overseas Buildings Operations (OBO) within� the U.S. DEPARTMENT OF STATE (DOS), has a program for Concrete Water Storage Tank Remediation which consists �of assessment, repair, and coating of the interior of concrete water storage tanks. This will be a new program to centralize the procurement of this need. This procurement process will identify multiple vendors who can demonstrate adequate conformance to standards set supporting U.S. diplomatic missions worldwide. Using a five-year IDIQ contract (base year plus four option years), pre-qualified vendors will be requested to provide proposals for concrete water storage tank remediation services issued under the contracts which may include a requirement for labor, supervision, transportation, tools, equipment, materials, and supplies necessary to complete an inspection and perform specialized repair and application of an interior coating product, or a combination thereof. DOS plans to award at least three Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for one base year and four subsequent one-year options, at the option of the Government. The IDIQ awards will be made to the responsive Offerors, whose proposal conforms to the solicitation and offers the Best Value to the Government, whereas technical considerations are more important than cost.� This award will be partially set-aside for small business, with one award to a a woman owned business, one to a small business and one full and open is expected. The maximum dollar value over 5 years is $20 million. The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM20R0075, on or around February 27, 2020. No paper copies will be mailed. Proposal submissions will be due no later than 12:00 PM, EST on March 27, 2020.Questions (Q&A) period opens with the posting of the solicitation.
