- INTRODUCTION Solicitation Number: �20120287 Title:� 12K Telehandler (Reach) Forklifts - OFO-San Diego NAICS:� 333924 � Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing PSC: �3930 � Warehouse Trucks and Tractors, Self-Propelled SB Size Standard:� 750 Employees Set-aside:� Total Small Business This is a combined synopsis/solicitation for purchase and delivery of commercially available Telehandler Forklifts (12K lb. capacity) prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.105, as supplemented by additional information included in this notice. �It is issued as a Request for Quotation (RFQ) with provisions and clauses incorporated pursuant to Federal Acquisition Circular (FAC) 2020-08. This announcement constitutes the only solicitation action; quotations are being requested and additional written solicitation will not be issued. This requirement is a Total Small Business set-aside, and only qualified offerors may submit proposals. �Offerors are required to identify their company�s business size and certify that they hold the applicable NAICS code. Quotation Submissions: �Must be received by the Contract Specialist (CS), Micky L. Hallman (email: Micky.L.Hallman@cbp.dhs.gov) no later than September 3, 2020 / 5:00pm ET, in order to be included for further consideration. Question Submissions: �Interested offerors must submit any questions concerning the solicitation directly to the CS at the email address identified above. �CBP will respond to questions as quickly as possible.� Questions will not be accepted after September 1, 2020 / 5:00pm ET. Date/Time of receipt of question and quotation submissions will be determined by the government�s email receipt time.� It is the offeror�s responsibility to ensure all submissions meet the requirements identified below. DESCRIPTION OF REQUIREMENT U.S. Customs and Border Protection, Office of Field Operations, San Diego Field Office is responsible for securing the Ports of Entry and other areas along the southwest border of the United States.� As a result, there are operational situations in which OFO is required to expeditiously move portable concrete barriers (i.e., Jersey / K-rail, F-Shaped, Texas, Alaska, etc.) in order to protect locations along the border.� Employed portable barriers can be up to 20-feet in length, 15-feet in height and weigh more than 8,000 pounds.� Additionally, the terrain over which they must be transported can be rocky, muddy, or uneven with limited access to vehicles or handling equipment not designed for off-road use.� Therefore, all-terrain/rough-terrain telehandler forklifts capable of lifting 12,000 pounds are a necessity to adequately transport and position these barriers across the assigned area of responsibility. INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS After solicitation closure, CBP will conduct a streamlined evaluation of all quotations received that have been determined to be responsive.� CBP reserves the right to award a purchase order without further communication and exchange. Therefore, each response to this request should contain the offeror�s best pricing, terms, and conditions.� Quotations must be prepared in accordance with these instructions and provide all required information and in the format specified.� The required format is designed to ensure submission of information essential to the understanding and comprehensive evaluation of the offeror�s proposal. �Failure of an offeror to comply with these instructions may be grounds for exclusion of the quotation without further consideration. �Any exceptions taken with respect to the provisions and clauses within the solicitation shall be noted. �For the purpose of facilitating exchange of information, for every instance where the offeror does not propose to comply with or agree to a requirement, they shall propose an alternative and describe its reasoning theretofore. Pursuant to applicable regulations and guidelines, this solicitation requires registration within the System for Award Management (SAM) prior to submission of proposals.� Registration information can be found at https://sam.gov/SAM/. Subject lines of emails related to question and quotation submissions should read as follows:� 20120287 / 12K Telehandler (Reach) Forklifts - OFO-San Diego. Due to restrictions on the size of email that can be received, ensure that all emails submitted are less than 10MB.� If a proposal exceeds 10MB, please separate the submission into multiple emails and include # of # emails within the subject line.� Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Offeror submission emails shall include separate attachments that clearly indicate what is being provided.� The Government reserves the right to disregard any additional non-relevant attachments without notification to any offeror. Proposals MUST be good for 45 calendar days after close of solicitation. Terms and Conditions, to include all Technical Evaluation / Award Criteria are located within the attached Provisions and Clauses Document. Complete procurement requirements are outlined within the attached Statement of Work. Each offeror shall include in its quotation submission a detailed/itemized pricing document that includes the final (i.e., aggregated) cost to the government.� Failure to comply with this term may result in the offeror being determined as non-responsive. In addition to providing pricing information for this solicitation, each offeror shall provide required, NON-PRICING responses as follows: Technical information: Documentation that adequately describes the products being provided in support of the �Meet or Exceed� specifications outlined within the Statement of Work.� Past Performance information (3 pages maximum): �Documentation regarding completion of same or similar work within the past 3 years as indicated by the requirements outlined within the Statement of Work.� An offeror will not be evaluated favorably or unfavorably on past performance if they have no record of relevant past performance or for whom information on past performance is not available.
