- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice.� This announcement constitutes the only solicitation; a written solicitation will not be issued.� PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on Beta SAM (https://beta.sam.gov/.� The RFQ number is N00189 20 Q 0499.� This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-08 and DFARS Change Notice 20200605. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these website addresses:� FAR Clauses at https://www.acquisition.gov/browse/index/far/� and DFARS Clauses: http://www.acq.osd.mil/dpap/dars/dfarspgi/current/.�� The NAICS Code is 334310 (Audio and Video Equipment Manufacturing) and the Small Business Standard in number of employees is 750. This is a competitive, 100% Small Business Set-Aside procurement action. NAVFLC Norfolk requests responses from qualified sources capable of providing the following video production supplies (see Attachment 1 - Required Item List) Note: Shipping cost shall be incorporated to each item�s price. SHIP TO:� 7927 Ingersol St, Suite 150 , Norfolk , VA 23551 Solicitation closes and responses to this RFQ are due on Wednesday, 02 Sep 2020 at 10:00 AM EST. List of Attachments 1.� Attachment 1 - Required Item Lists 2. Attachment 2 - Applicable FAR Provisions and Clauses ADDENDUM TO 52.212-1 - INSTRUCTIONS TO OFFERORS In addition to FAR 52.212-1, �Instructions to Offerors � Commercial Items� and any other instructions contained elsewhere in this solicitation, the following instructions are provided. The Government intends to award a Firm Fixed Price (FFP) contract to one or more responsible quoters as a result of this solicitation in accordance with FAR Part 12 and FAR Part 13.� Award will be made to the quoter(s) whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes. Therefore, the Quoter�s initial Quote should contain the Quoter's best terms from a Price standpoint. INSTRUCTIONS FOR SUBMISSIONS OF QUOTES: 1)� Quote shall be submitted electronically no later than the due date of the solicitation via the Beta SAM Portal. 2)� Quoters shall comply will all portal instructions for uploading attachments and inserting individual item amounts. This includes the following: i)�� Uploading the item specification, authorized reseller certification and price. ii)� Insert individual dollar amounts. iii) Quoters need not submit a complete quote with each item quoted to be considered for award. Quoters will be ineligible for the award on items that are not priced on Attachment I. QUOTE CONTENT: The quote should contain the following items in addition to other information required by this solicitation. Price: The price quote shall include a completed Attachment I � Required Item List and other pricing information to help support the quoted price. For Attachment I � Required Item List, quoter�s shall include all elements of the quoted price, to include shipping and other price information considered appropriate to support the quote. ADDENDUM TO 52.212-2 - EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will make a best value determination and may issue an award to one or more responsible quoter(s) whose quote conforming to the solicitation will be most advantageous to the Government price, delivery, and other factors considered. (b)� A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter�s specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Price The Government may make multiple awards on the basis of price after a review of each individual item, unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. The Government will review each quoter�s price and award to the quoter whose individual unit price is the lowest price for that particular item. (End of provision)
