- This is a notification of an award of a sole source procurement under NAICS code 517110, Wired Telecommunications Carriers for a period of one (1) year at the Hopi Health Care Center under the authority of FAR 6.302-1, Only One Responsible Source and in accordance with FAR 52.237-3 Continuity of Services. Due to the daily need for internet services that utilize a dedicated high speed Ethernet based line of 100 Megabits per second (Mbps).� This speed shall be the same for both upload and download. The contractor will provide the infrastructure to support the capabilities on a continuous basis and to support the operation on a 24 hour basis 365 days per year health care facility.� The Ethernet connection shall terminate inside of the facility and connect to the existing Cisco Router Ethernet port to allow the entire facility to utilize this connection. The contractor shall NOT provide Satellite Internet access due to the latency that will be introduced in such a solution, as well as NOT provide a solution that utilizes a wireless carrier network, such as a �WIFI hotspot�. � The Federal Government is required to use GSA approved vendors and specifically patients being treated at HHCC patient the Networx contract for Telecommunication Services (TS). Verizon is the current provider and does not provide direct internet services to Polacca, AZ.� Verizon has reached out to local telecommunication companies in the Area to partner with to no success to bring services to the HHCC. The Hopi Telecommunication, Inc. in 2016 installed infrastructure upgrades so that it could provide services directly while Verizon seeks new partnerships or can add Hopi Telecommunications to its contract. There are no other existing vendors that can provided the increased bandwidth needed to support telecommunications at �HHCC. �Network WAN connectivity to support the Electronic Health Records (EHR), e-mail access, internet, medical imaging, billing, and other important services which rely on network connectivity. The network saturation is affecting the health care of the Hopi tribal members in the following ways: Internet traffic saturates the circuit and the Electronic Health Record becomes unavailable. The Doctors are unable to look-up history, medications, allergies, and other factors putting patients at risk. Doctors are unable to look up diagnosis on their purchased medial websites. Important messages are stalling in e-mail outbox.� Delivery of important e-mail messages are delayed. Medical Images are read in Show-Low and timely diagnoses put patients at risk. Staff are unable to complete mandatory online trainings on time which reflects on the performance of our Executives and Managers Failure to award this contract will result in a decreased service level, reduce employee retention, and degrade quality patient care. During this time of the National COVID19 Pandemic the care of patients is even more critical than ever. If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to michele.lodge@ihs.gov referencing notice number PHX-SS-20-021 by 10AM, 15 September 2020. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
