Description

The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure two (2) NanoZoomer S210 Brightfield Slide Scanning systems on a sole-source basis from Hamamatsu located at 360 Foothill Road, Bridgewater, NJ 08807. The Government has determined that Hamamatsu is the only source capable of satisfying the agency�s requirement due to the unique salient characteristics of the slide scanning systems. The NCI requires a scanner which is compatible with the agency�s existing software infrastructure, can upload and send slides remotely via the internet, and meets all required salient characteristics outlined in the Statement of Need. For additional details, please see the attached Statement of need. The response close date of this notice is set in accordance with FAR 5.203(a)(1). The resulting acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. Thus, it is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. This notice is not a request for competitive quotation; however, any interested party � especially any small business � which believes it can meet this requirement may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST on September 2, 2020. All responses and questions must be submitted by e-mail to Renee Jones-Chuang, Contract Specialist, at renee.jones-chuang@nih.gov. Responses submitted via any other method or to any other party will not be considered. Reference 75N91020Q00147 on all correspondence. The Government retains sole discretion in determining to compete or not to compete this requirement based on the responses obtained from this notice. The Government will consider information for the sole purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have a valid certification in the system for award management (SAM.gov), and have completed the requisite representations and certifications. Responses should include both a CAPABILITIES STATEMENT and BUSINESS SIZE AND SOCIOECONOMIC STATUS information as explained below. This notice will be used to assist in determining sources of supplies and services only. If the Government elects to issue a solicitation, all interested parties must respond to that solicitation announcement separately in order to be considered for award. REQUESTED INFORMATION: (1) CAPABILITIES STATEMENT � Submit a brief description of product specifications and services. This statement must not exceed ten (10) pages in length. This statement should include past experience with performing this type of service for Government agencies (Federal or State), or for a private medical facility. (2) ADDRESS AND POC INFORMATION � Submit the business address and point-of-contact information for your response. (3) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is a large or small business. (b) If small, indicate if your business qualifies as a small business, emerging business, or small disadvantaged business. (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (d) Indicate if your firm is a certified HUBZONE firm. (e) Indicate if your firm is a woman-owned or operated business. (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB)(g) Include the DUNS number of your firm.
