Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation (Reclamation), Acquisitions Operations Branch (AOB) seeks to award a sole source award to Precision Water Resources Engineering, LLC, 3401 County RD 16, Loveland, CO, 80537-8778, for supporting program goals and management by developing, operating, and maintaining a hydrologic model for the San Juan Basin. The model is key to hydrological analysis of water development scenarios or other scenarios in relation to the flow recommendations. This is a follow on to task order 140R4019F0073 under base contract R15PC00063. Precision Water Resources Engineering completed the past years work and bringing a new contractor in would require the previous work to be re-accomplished. Reclamation requires a contractor who knows the SJRBHM system sufficiently to immediately provide services without requiring training or re-learning the system. The period of performance is from October 1, 2020 to September 30, 2021. The North American Industry Classification System (NAICS) code for this acquisition is 541511 and the size standard is $27.5 million in revenue. The Government intends to solicit directly with Precision Water Resources Engineering, LLC. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Ability to engage ALL listed capabilities is required to be considered capable. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to bsena@usbr.gov. If no responsive statements are received by 08/31/2020 at 3:00 PM MT, an award will be made to Precision Water Resources Engineering.
