Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation for which proposals are being requested. This solicitation W50S8R-20-R-0024 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This solicitation is set aside 100 Percent for Small Businesses. The NAICS code that applies is 488190 and business size is $35,000,000.00. This action will result in the award of single blanket purchase agreement (BPA) � based on the evaluation criteria reflected in Addendum 52.212-2 in Attachment 1. A BPA is not a contract, but an �agreement� for which the terms and conditions (pricing, minimum notification timeframes, etc.) of the agreement only apply when/if the Government notifies the facility their services are required and facility agrees to perform the aircraft wash and lube service IAW attachment 2 Performance Work Statement. All BPA�s will have a life of two (2) years from date of award; pricing, terms and conditions will be reviewed on a yearly basis, at which time vendors will have opportunity to adjust rates per market/industry conditions (note: pricing may be adjusted prior to that time, per established terms and conditions, which include minimum 30-day notification of a proposed price increase, before new pricing will take effect. Requirement: contractor shall provide all personnel, equipment, tools, materials, facilities, supervision, quality control, and transportation necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform AIRCRAFT CORROSION PREVENTION CLEANING Services for the 179Airlift Wing at contractor�s facility, as defined in this PWS. Contractor services shall be conducted in strict compliance with local, Air Force, Department of Defense, Occupational Safety and Health Administration (OSHA), and Air Force Occupational Safety and Health (AFOSH) standards mandated safety requirements. Please ensure your proposal includes the physical address and adherence to AFI 31-101 of the proposed location and your System for Award Management (SAM) CAGE Code.� Evaluations factors will be Best Value determination by evaluation of Responsiveness, Technical, and Price as set out in Attachment 1: Provisions and Clauses under Addendum to 52.212-2. Please review this in its entirety since there are multiple documents that need to be submitted to be responsive.
