- AMENDMENT 0002: Issued 27AUG2020 to extend bid due date to 17SEP2020. AMENDMENT 0001: Issued 26AUG2020. This is a Design-Bid-Build project that will repair portions of Building A32 aboard Commander Fleet Activities Yokosuka (CFAY), Japan. The work consists of providing a new steel framed mezzanine floor deck with concrete foundations at the interior of the existing Sub-Station Bldg. A32. This work includes removal of existing steel mezzanine and stairway structure entirely; useless electrical equipment, panels and cabling systems; and complete removal of the lower portion of the building A32 (East-side). This work will provide new vestibule structure, stairways, related supporting rooms with related architectural finishes, complete fire protection systems for the entire building, HVAC and plumbing systems, power and lighting systems, and telecommunication systems, including all incidental related works. In accordance with DFARS 236.204, the magnitude of this construction project is estimated between �1,000,000,000 and �2,500,000,000. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only factors. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as �Members of the Civilian Component� under Article I(b) of the SOFA. SYSTEM FOR AWARD MANAGEMENT Interested bidders must be registered in the System for Award Management (SAM) prior to the closing date for receipt of bids. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed at https://www.sam.gov/SAM/. Bids from contractors not registered in SAM or from contractors whose online Representations and Certifications in SAM are not current, will not be eligible for award. Interested bidders are encouraged to register as soon as possible. This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
