- The U.S. Fish and Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Construction / A&E Operations located at 911 NE 11th Ave. Portland, OR 97232 intends to issue a Request for Quote (RFQ) to solicit for and procure a firm-fixed-price contract to replace Visitor Center sliding doors at Kilauea Point National Wildlife Refuge, Kilauea, Hawaii (Kauai County). This procurement is being solicited as a small business set-aside. All responsible small business sources may submit a proposal which shall be considered by the agency. The NAICS code is 238290 with a size standard of $16.5 million or less annually when averaged over a three year period. The period of performance is date of award through December 31. 2020. Project magnitude is less than $25,000.00. The Statement of Work for this requirement is as follows: 1. General: 1.1 (2 EACH) Kawneer 1040 Panels, approx. 53-7/8"" x 83-1/4"" w/bottom weathering & vertical muntins Overland Freight Ocean Freight UPS Ground Handling (4 EACH) 7/32"" Clear Laminated Safety Glass .030, approx. 25"" x 80"" Furnish & Install SWIPED EDGES - Eliminates sharp razor edge that can cut into vinyl & also minimizes glass from ""running"" (strengthens glass edge). Project to be completed at Kilauea Point NWR visitor center by December 31, 2020. 2.1 Work to be completed at 3500 Kilauea Rd, Kilauea, HI 96754. 2.2 Upon acceptance of the contract, Hawaii Unified will have until December 31, 2020 to complete the installation of the aforementioned sliding doors. Work includes disposal of old doors. 2.3 Normal duty hours Monday thru Friday 7 a.m. - 6:00 p.m. In the event of emergencies, Contractor shall provide contact information. 2.4 Non-duty hours include week nights past 6pm, Sundays, and Government holidays (NewYear's Day, Memorial Day, President's day, Fourth of July, Thanksgiving, Columbus Day, Christmas). 3.Scope 3.1 The contractor shall adhere to local FWS guidance pertaining to all migratory bird treatyact, and the endangered species act requirements while on the work site. The contractor shallbegin work no earlier than 7am, and completely clean-up work site daily by 6pm. The contractorshall keep all areas safe and secure from the general public (Tuesday- Saturday 10am to 4pm)during installation, including blocking access to work areas, protecting the public from enteringslip or fall areas, and protecting against tampering with ladders. The contractor shall conduct the installation in a safe and neat manner that prevents waste and byproducts from being ingested by birds, or blown into habitat areas. The contractor is responsible for adhering to all pertinent safety regulations set out by, OSHA, while onsite. The contractor shall maintain good contact with the Government throughout the project. When the work is complete, the contractor shall conduct a thorough site cleaning, and train the maintenance staff and management on proper maintenance, functionality, requirements and responsibilities associated with the new door system. 4.Deliverables 4.1 Repair or fabricate and install to fully function state all mall doors on both East and Westsides of the Visitor Center at Kilauea Point with materials mentioned in 1.1. 4.2 All maintenance manuals, warranty paperwork, and copies of other documents (if applicable) will be provided by the contractor to the Government. 5.Data management plan: N/A 6.Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI) 6.1 The Fish and Wildlife Service will not furnish any Government equipment or information for this contract. 7.Evaluation and Acceptance 7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: [Either state generally or reference the table in 8.2 if used]. 8.Quality Control/Quality Assurance: 8.1 After work.is completed, a ""punch list"" may still need to be completed if the work was not of a high standard. 9. The work to be performed will be as detailed in associated Statement of Work referenced above. A Firm Fixed Price award is contemplated from this solicitation. The Government intends to award, without discussions, to the responsible respondent submitting quotation with the lowest evaluated price determined fair and reasonable. The solicitation is anticipated to be issued on or around August 26, 2020, with a quote due date by 2 PM PT on September 10, 2020. Award is anticipated to be made in September of 2020. The solicitation package will include the Solicitation Form (SF1442), bid schedule and statement of work.
